RECOMMENDATION: ADOPT Resolution No. 2003/297 Authorizing the Sheriff, or his designee, to apply for a State Office of Emergency Services Emergency Management Performance Grant, and to execute a Contract to accept funding in an amount not to exceed $340,321, to develop and maintain the level of capability to prepare for, mitigate, respond to, and recover from emergencies and disasters for the period of October 1, 2002 through September 30, 2003. Il. FINANCIAL IMPACT: NONE. Expenditures and reimbursement revenues are included in the Office of the Sheriffs budget. Ill. BACKGROUND: The Operational Area of Contra Costa County has received grant monies from the Emergency Management program for several years. The continuation of this program is critical to maintaining the quality and quantity of emergency management programs provided within the County. This funding will allow for enhanced coordination and communication among the disciplines within the operational area to maximize protective actions, emergency preparedness, and the effective response to emergencies and disasters. RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or designee, to sign on behalf of the County agreements with the City of Richmond and the City of San Pablo in the amounts specified to provide forensic services for the period beginning July 1, 2003 and continuing until terminated by either the County or the contracting agency: = City of RICHMOND in an amount not to exceed $133,925; = City of SAN PABLO in an amount not to exceed $ 69,026 11. FINANCIAL IMPACT: NONE. The revenue from this agreement is included in the Office of the Sheriffs budget. III. BACKGROUND: The Forensic Services Division of the Office of the Sheriff provides forensic services to law enforcement agencies on a fee-for-service basis. The Office of the Sheriff and the above named cities have agreed to an estimated fee for services provided to each city during the term of the agreement. The estimated amount of the agreement is based upon the previous years' services provided by the Forensic Services Division to each city named above. The amount will be adjusted based on average level of work each subsequent fiscal year that the agreements continue in force. Execution of these agreements allow both the Office of the Sheriff and the agencies to better budget and simplifies the time-intensive process of preparing monthly invoices. NOW, THEREFORE, BE IT RESOLVED that the County Probation Officer of the County of Contra Costa, Steven L. Bautista, is authorized, on its own behalf, to submit the attached proposal to OCJP as authorized to sign and approve on behalf of the Board of Supervisors of the County of Contra Costa the attached Grant Award Agreement including any extensions or amendments thereof. BE IT FURTHER. RESOLVED that the applicant agrees to provide all matching funds required for said project (including any amendment thereof) under the program and the funding terms and conditions of OCJP and that the cash match will be appropriated as required. This Resolution provides necessary assurances to OCJP as required in the grant application. FISCAL IMPACT: $147,042 is available to Contra Costa County through the Juvenile Accountability Incentive Block Grant. There is a ten percent cash match requirement which will be met utilizing existing Probation Department resources. BACKGROUND: The State of California Office of Criminal Justice Planning (OCJP), pursuant to Title Ili of H.R. 3, the JAIBG Act of 1997, as passed by the United States House of Representatives on May 8, 1997, is providing a total allocation to the State of $18,668,200 to enable units of local government to be more effective and efficient in holding juvenile offenders accountable and reduce recidivism at the State and local level. Contra Costa County's portion of this allocation is $147,042. It is the intent of the Probation Department to utilize JAIBG funding toward the establishment of a Juvenile Drug Court. This grant would fund one Probation Officer position and treatment services for youth involved in the East County Juvenile Drug Court program.
