SUBJECT: Payment to KPMG, LLP /7 i
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Ratify purchase of services from KPMG, a limited liability
partnership, for the period from February 1, 2003 through
July 31, 2003 , for the Health Plan Employer Data and
Information Bet (HEDIS) 2003 Compliance Audit and AUTHORIZE
the County Auditor-Controller to pay $23 , 000 outstanding for
said services .
FINANCIAL IMPACT:
The cost is budgeted and funded by Contra Costa Health Plan
member premiums .
Approval of this payment will result in a cumulative twelve-
month total in excess of $25, 000, and, therefore, Board of
Supervisors approval is required.
REASONS FOR REC0MENDATIC)N /BACKGRQ NI)
The Contractor' s services for the HEDIS 2003 Compliance Audit
were both requested by County staff and provided by KPMG,
LLP, in good faith. Based on discussions with staff of the
State Department of Health Services, County staff anticipated
and expected that the State would issue a blanket contract
for HEDIS audit services this year. The State was not able
to put the blanket contract in place, and county staff were
required on short notice to find a qualified contractor to
meet its regulatory and timeliness requirements . The
services have been provided and the charges are $23 , 000 .
The Department is requesting that the amount due to the
Contractor be paid. This can be accomplished by the Board of
Supervisors ratifying the actions of the County employees .
This will create a valid obligation on the part of the
County, authorizing payment of the amount due to KPMG, LLP.
