BACKGROUND/REASON(S}FOR RECOMWWNDATIONT(S): On January 7, 2003, the Board of Supervisors approved Contract#25-448 with Center for Applied Local Research, for the period from December 1, 2002 through September 29, 2403, for the provision of evaluation of County's Synergy Program. Request to make retroactive the effective date for the proposed contract amendment between Contra Costa County(CCHP) and.Center for Applied Local Research. 2. The Health Plan through its Health and.Resource Management Department requested the assistance of the Public Health Director for use of its contract with the Center for Applied Local Research(Contract number 25-048-1). Subsequent approvals and negotiations delayed the public Health Contract Manager from timely completing an amendment to increase funding on the contract. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REM ENDATION(S) Approve and authorize the Health Services Director to execute on behalf of the County, Contract Amendment Agreement #23-336-1 with Toyon Associates, Inc. , a for-profit corporation, effective May 1, 2003 , to amend Contract #23-336, to increase the Contract payment limit by $300, 000, from $250, 000 to a new total of $550, 000 . FIB-CAL IMPACT" This Contract is funded 1000 by Medicare Revenue and is included in the Department ' s Enterprise I budget. The Contractor is paid a contingent only fee of 23% of recoveries that they generate, or $50, 000 for each cost reporting year, whichever is less . BACKGROUM/REnASO (S) FQR Rx:C=END T10N(S) On October 1, 2002, the Board of Supervisors approved Contract #23-336 with Toyon Associates, Inc. , for the period from October 1, 2002 through September 30, 2006, to provide technical assistance to the Department to conduct reviews of the Medicare ratios to assess the maximum disproportionate share calculations, applicable to the Hospital for fiscal years 1997/.98 through 2001/02 . This will maximize the disproportionate share adjustment to which the Hospital is entitled. Contractor's services include, but are not limited to, attending meetings, preparing and file reopening of appeal requests, submit findings and make recommendations for submission to the Hospital . Approval of Contract Amendment Agreement #23-336-1 will allow the Contractor to reopen earlier fiscal years, from 1991/92 through 1996/97, to increase Medicare disproportionate share reimbursement . Contra FROM: William Walker, Ma Costa DATE: Juste 3, 2003 _ +p County SUBJECT: Payment to KPMG, LLP /7 i SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Ratify purchase of services from KPMG, a limited liability partnership, for the period from February 1, 2003 through July 31, 2003 , for the Health Plan Employer Data and Information Bet (HEDIS) 2003 Compliance Audit and AUTHORIZE the County Auditor-Controller to pay $23 , 000 outstanding for said services . FINANCIAL IMPACT: The cost is budgeted and funded by Contra Costa Health Plan member premiums . Approval of this payment will result in a cumulative twelve- month total in excess of $25, 000, and, therefore, Board of Supervisors approval is required. REASONS FOR REC0MENDATIC)N /BACKGRQ NI) The Contractor' s services for the HEDIS 2003 Compliance Audit were both requested by County staff and provided by KPMG, LLP, in good faith. Based on discussions with staff of the State Department of Health Services, County staff anticipated and expected that the State would issue a blanket contract for HEDIS audit services this year. The State was not able to put the blanket contract in place, and county staff were required on short notice to find a qualified contractor to meet its regulatory and timeliness requirements . The services have been provided and the charges are $23 , 000 . The Department is requesting that the amount due to the Contractor be paid. This can be accomplished by the Board of Supervisors ratifying the actions of the County employees . This will create a valid obligation on the part of the County, authorizing payment of the amount due to KPMG, LLP. The proposed FY 2004 Budget for the Community Development Department includes this item.The Community Development Department also expects to incur administrative costs for preparation of the Environmental Impact Report pursuant to County Ordinance Code Section 26-2.2804. BACKGROUND/REASON FOR RECOMMENDATION On December 3, 2002,the Board of supervisors directed the Community Development Department to prepare an Environmental Impact Report for the proposed Contractor Safety Amendment to the Contra Costa County Industrial Safety Ordinance, County Ordinance Code Chapter 4508. Pursuant to this directive the Community Development Department on March 31, 2003 issued a Request for a Statement of(qualifications from twelve (12)environmental consulting firms to prepare the Environmental Impact Report. The Department has identified the firm of Environmental science Associates{EISA}as the most qualified environmental consultant to prepare the Environmental Impact Report. staff is seeking authorization from the Board of Supervisors to enter into a contract with Environmental Science Associates, in an amount not to exceed $125,000.00, to prepare the Environmental Impact Report for the proposed Contractor Safety Amendment to the Industrial Safety Ordinance.
