Approve and authorize the Health Services Director or his designee (Donna
Wigand) to execute on behalf of the County, Contract #24-409-19 with West ..
Contra. Costa Youth Services Bureau, a non-profit Corporation, in an amount
not to exceed $459, 9 .8, to provide wraparound services to Severely
Emotionally Disturbed (SED) children, for the period from July 1, 2008
through June 30, 2004 .
FISCAL 1XPACT:
This Contract is 50°s funded by Federal Medi-Cal and 50t funded by State
Early and Periodic, Screening, Diagnostic and Treatment (EPSDT) Program.
CLIILDREN'S IMPACT- STATEMENT:
This EPSDT, program supports the following Board of Supervisors community
outcomes : Children ready for and succeeding in school; Families that are
safe, stable, nurturing; and Communities that are safe and provide a high
quality of life for children and families . .Expected outcomes include all
goals identified by Children' s Statewide System of Care guidelines including
an increase in positive social and emotional development as measured by the
Child and Adolescent Functional Assessment Scale (CAFAS) and decreased use
of acute care system.
SACKGROtTM REASON#S FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it
provides child-family team facilitators and other wraparound services to
families of children with serious emotional and behavioral disturbances;
facilitates multi-agency collaborative service delivery; and minimizes the
need for crisis services and involvement with the Juvenile Justice System.
On July 16, 2002, the Board of Supervisors approved Contract #24-409 -18 with
West County Youth Services Bureau, for the period from July 1, 2002 through
June 30, 2003 .
Approval_. of Contract #24-409-19 will allow the Contractor to continue to
provide services through June 30, 2004 .

with Karen J. Lin, a self--employed individual., in an amount not to

2004,, to provide consultation and technical assistance to the
Department with regard to mandated linguistic program development
and compliance.

On May 26, 2002, the Board of Supervisors approved Contract ##23-323
(as 'amended by Contract Amendment Agreement #23-323-1) with, Karen
J. Lin, to provide professional consultation and technical
assistance to the Office of the Director with regard to program and
organizational development projects, including reviewing Community
Access Program grantees, conducting an assessment of linguistic
capacity and prepare reports, through June 30, 2003 .
Approval of Contract #23--323--2 will allow the Contractor to continue
to provide services through June 30, 2004 .

corporation, in an amount not to exceed $100,000, to provide consultation and technical
assistance to the Department with regard to professional printing and report writing services, for
the period from July 1, 2002 through February 29, 2004.
FISCAL IMPACT:
This Contract is funded 100% by State Funds and Member Premiums, and is included in the
Department's budget.
BACKGROUND/REASON(S)FOR.RECOMMENDATION(S):
For a number of years, Compass Marketing, LLC. has provided health care-specific booklets,
pamphlets, and other related printed materials that the Health Flan is obligated to provide to its
members.
Approval of Contract #27-558 will allow the Contractor to provide consultation and technical
assistance to the Department with regard to professional printing and report writing services through

Subject: REQUEST FOR RETROACTIVE DATE
1. Request to make retroactive the effective date for the proposed contract between
Contra Costa County(CCHP) and Compass Marketing, LLC,
2. The Health Plan through its Marketing Department has been purchasing booklets,
pamphlets and associated printed materials from Compass Marketing, LLC for
several gears via the Purchase Order method of purchasing. A renewal to the existing
Purchase Order was processed last year to cover existing invoices and future
requirements. During the processing period, the Purchasing Division has identified
the end product as a service to the County vice the purchase of materials. This final
determination was recently forwarded to the Health Plan. The result of this
determination was the negotiation and writing of a proposed contract between
Compass Marketing, LLC and the County. The proposed contract period is from
July 1., 2002 through February 29, 2004. This period will cover existing invoices and
allow a reasonable contract period before the necessity to write a follow-on contract.
3. Based on the above, I request your support and approval to proceed with the contract
having an effective period from July 1, 2002 through February 29, 2004.

through June 30, 2004, for psychiatric services to County patients
at the Adult Mental. Health Clinic in Concord.
FISCAL IMPACT:
This Contract is 10015 funded by Mental Health Realignment funding,
off--set by Medi-Cal, Medicare, private insurance, and patient fee
collections.

County patients at the Adult Mental Health Clinic in Concord, for
the period from July 1, 2002 through June 30, 2003 .
Approval of Contract #24-998-5 will allow Contractor to continue
providing services through June 30, 2004 .
