SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOb?CI�ENDATION(S) Approve and authorize the Health Services Director, or his designee, (Steve Tremain, M.D. ) to execute on behalf of the County, Contract #26- 976-3 with Arthritis & Rheumatology Medical Association, Inc. , (specialty: Rheumatology services) , a corporation, in an amount not to exceed $48, 000, for the period from July I, 2003 through June 30, 2004, for the provision of professional Rheumatology services for patients at Contra Costa Regional Medical Center. FISCAL IMPACT: Cost to the County depends upon utilization. As appropriate, patients and/or third party payors will be billed for services. REASONS FOR RECOMMENDATIONS jBACKGROLTND: For a number of years the County has contracted with Medical and Dental. Specialists to provide specialized professional services which are not otherwise available in its hospital and health centers. On June 23 , 2002, the Board of Supervisors approved Contract #26--97-2 with Arthritis & Rheumatology Medical Association, Inc . , for the provision .of professional Rheumatology services for patients at Contra Costa Regional Medical Center, including clinical coverage and consultation, for the period from July 1, 2002 through June 30, 2003 . Approval. of Contract #26-976-3 will allow Contractor to continue to provideservices, through June 30, 2004 . (Kathryn Grazzini) , to execute on behalf of the County, Contract #26-327-10 with Assignment Ready, Inc. , (dba Healthcare Financial Staffing) , a corporation, in an amount not to exceed $1, 000, 000, for the period from June 1, 2003 through May 31, 2004, to provide temporary admitting, registration, billing, and collection professionals. FISCAL IMPACT Funding for this contract is included in the Health Services Department Enterprise I budget . The County has contracted for many years with registries to provide temporary help services to assist Contra Costa Regional Medical Center and Health Clinics during peak leads, temporary absences, and emergency situations. For example, given the uncertainty of the duration of Worker's compensation/leaves of absence, the use of registries allows the Department to obtain temporary registry help on short notice, and Only until the employee is able to return to work. other usage is to cover nights and weekend shifts in Admissions, which have historically been difficult to fill on a permanent basis, although efforts continue. On June 25, 2002, the Board of Supervisors approved Contract #26-327-9, with Assignment Ready, Inc. (dba Healthcare Financial. Staffing) , for the period from June 1, 2002 through May 31, 2003, for the provision of temporary admitting, billing, and collection professionals to provide coverage at Contra Costa Regional Medical Center and Health Centers. Approval of Contract #26-327-10 will allow the Contractor to continue providing temporary help services, on an as-needed basis, through May 31, 2004 . Costa Association For Retarded Citizens, a non-profit corporation, in an amount not to exceed $94, 500, for the period from July 1, 2003 through June 30, 2004, for the provision of outreach and education services with regard to the California Children' s Services (CCS) Program.. FISCAL IMPACT: This Contract is 74 funded by California Healthcare Foundation Grant, 211 State, and St County budgeted funds. REASgN.S FOR RECONMENDATIONIHACKQROUND: In July 2002, the County Administrator approved and the Purchasing Services Manager executed Contract #22-817-1 (as amended by Contract Amendment Agreement #22-817-2) with Contra Costa Association For Retarded Citizens, for the period from July 1, 2002 through June 30, 2003, for the provision of outreach and education services to the County' s Public Health, California. FISCAL IMPACT• This Contract is 80t State funded and 20t County Funded. BACKGROUND REASON_(S) FOR RECOMMENDATION W : Mang of the infants and toddlers participating in George Miller Center (GMC) early intervention services have oral, motor, feeding and speech delays . The GMC program services are considered comprehensive early intervention services which address the global developmental needs of the children. The agency who authorizes the services, refers clients, and provides funding (Regional Center of the East Bay) requires that GMC provide these services . On July 16, 2002, the Board of Supervisors approved Contract #22-776-2 (as amended by Contract Amendment Agreement #22-776-3) with the Speech Pathology Group, to provide speech therapy services at the George Miller Centers, for the period from July 1, 2002 through June 30, 2003 . Approval of Contract 22-776-4 will allow Contractor to continue to provide services, through June 30, 2004 . Bono, Psy.D. , for the period from July 1, 2003through June 30, 2004, for the provision of consultation and technical assistance with regard to the Dual Diagnosis Project, including the design of a Dual Diagnosis Treatment Program Plan, assist with project evaluation and research, conduct training to County-selected staff, and to perform a range of clinic program activities, as requested by County. Approval of Contract #24-905-9 will. allow Contractor to provide consultation and technical, assistance to the Department including but not limited to client evaluation, care coordination services and administrative support, through June 30, 2004 .
