SPECIFIC REQUEST(S)OR RECOMMENDATION{S}&BACKGROUND AND JUSTIFICATION
RECONIMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to
execute on behalf of the County, Contract #22--354--23 with Planned Parenthood— Shasta-Diablo,
a non-profit corporation, in an amount not to exceed, $69,000, to provide HIV/AIDS education,
prevention, and outreach services for the period from July 1, 2003 through June 30, 2004.
FISCAL,IMIPACT:
This Contract is funded 100% by the State Department of Health Services, Office of AIDS. No
County match is required.
CHILDREN'$IMPACT STATENIE_NT:
This AIDS Program supports the Board of Supervisors "Children and Youth Healthy and Preparing
for Productive Adulthood" community outcome by providing educational presentations at schools
and youth-serving organizations to help youth delay sexual involvement and avoid infection with
HTV and other Sexually Transmitted Diseases (STD). Expected program outcomes are increased
knowledge of HIV transmission and prevention; increased abstinence and/or safer sex, reductions in
the numbers of unplanned pregnancies and STD/HIV infections; and reductions in health care costs
associated with treating STDs including HTV and AIDS.

This Contract meets the social needs of the population of the County by providing education and
prevention services to reduce the incidence of HIV and other STDs among County's at-risk
population.
On June 11, 2002, the Board of Supervisors approved Contract #22-354-22 with Planned
Parenthood -m Shasta-Diablo, for the period from July 1, 2002 through June 30, 2003, for the
provision of HIV/AIDS education,prevention, and outreach services for County's AIDS Program,
Approval of Contract #22-354-23 will allow the Contractor to continue providing services through

RELOMMENDATIONN:
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to
execute on behalf of the County, Contract #22-393-20 with Pittsburg Preschool and Community
Council, a non-profit corporation, in an amount not,to exceed $60,000, to provide HIV/AIDS
education,prevention and outreach services in East County for the period from July 1, 2003 through
June 30, 2004.

BACKGROUND/.REASON(S)FOR RECONEMENDATION(S):
This Contract meets the social needs of the population of the County by providing education and
prevention services to reduce the incidence of HIV and other STDs among County's at-risk
population.
On May 21, 2002, the Board of Supervisors approved Contract #22-393-19 with Pittsburg
Preschool and Community Council for the period from July 1, 2002 through June 30, 2003, for
the prevision of HIV/AIDS education, prevention and outreach services.
Approval of Contract #22-393-20 will allow the Contractor to continue providing services
through June 30, 2004.

SUBJECT: Approval of Contract ##23-268-2 with Bower Associates /
SPECIFIC REQUEST(S)OR RECOMMENUATION(S)&BACKGROUND AND JUSTIFICATION
Approve and authorize the Health Services Director or his designee
(Patrick Godley) , to execute on behalf of the County, Contract
##23-268-2 with Bower & Associates, a corporation, for the period
from. June 1, 2003 through May 31, 2004 , for consultation and
technical assistance with regard to a sales/use tax recovery
project.
EISCAL IMPACT:
The Contractor will be paid on a commission basis only for monies
actually recovered from sales/use tax overpayments .
When a hospital purchases medical supplies, these items may or may
not be subject to sales tax, depending on the use of the item. A
product may be taxable in one area of the hospital and not taxable
in another. Because of the complexity of tax regulations and the
fact that the tax laws are subject to frequent changes, many items
are erroneously taxed.
Approval of Contract ##23-268-2 will allow Bower & Associates to
provide consultation and technical assistance to the Department with
regard to an audit of invoices paid to medical supply vendors to
identify and document overpayments made in sales or use tax. The
Contractor will process claims necessary to recover the overpayments
from the State of California, and will be paid a 5011 commission on
recovered monies resulting from this Contract .

Psychiatric Transitions, a Corporation, in an amount not to

30, 2004, to provide residential care and mental health
services, medication support, individual and group therapy
services to County-referred adults at Contractor' s treatment
facility.
FISCAL IMPACT:
This Contract is 100. funded by Mental Health Realignment.
BACKGRQUND/REASON(S) FOR RZCQMMENDATIoN(S) :
This Contract meets the social needs of County' s papulation in
that it provides a multi-disciplinary treatment program as an
alternative to hospitalization for adults who need active
psychiatric treatment for County' s mental health clients .
On October 22, 2002 , the Board of Supervisors approved
Contract #74-143-2 (as amended by Contract Amendment Agreement
74-143-3) with C.P.T. Inc. , (dba California Psychiatric
'transition) , for the period from October 1, 2002 through June
30, 2003, to provide residential care and mental health
services, medication support, individual and group therapy
services to County-referred adults at Contractor' s treatment
facility.
Approval, of Contract ##74-143-4 will allow the Contractor to
continue providing services through June 30, 2004 .
