SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to EXECUTE contract (#21-739-4) with Lula Toney-Peterson in the amount of$ 46,680 for the provision of services as Housing Specialist for the Independent Living Skills Program (ILSP) and Children and Family Services Bureau for the period from July 1, 2003 through June 30, 2004. FINANCIAL IMPACT: $23,340: ILSP Allocation - 100% Federal, $23,340: Promoting Safe & Stable Families (PSSF) Funds - 100% State/Federal, No County Cost. CHILDREN'S IMPACT STATEMENT The Independent Living Skills and the Child Welfare Services Programs support all five of Contra Costa County's outcome goals: "Children Ready for and Succeeding in School,,, "Children and Youth Healthy and Preparing for Productive Adulthood,,' Families that are Economically Self Sufficient,,, "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". By preparing foster children for emancipation through ILSP, foster children gain skills than lead to self-sufficiency and improve opportunity for success in future endeavors. BACKGROUND: The Independent Living Skills Program (ILSP) is designed to prepare foster children age 16 and over for emancipation and responsible adulthood. Services offered through ILSP include daily living skills, money management, career and educational planning, and housing assistance. The ILSP funding allows counties to contract out for services and Contra Costa Employment and Human Services Department has opted to use the services of individual contractors instead of an agency to allow for more direct program activity monitoring. Affordable housing is one of the many challenges faced by ILSP youth. This Board Carder will authorize Employment and Human Services to continue the services of Ms. Peterson as Housing Specialist. She has served in this capacity since April 2001 and her duties include identifying affordable housing in the area, helping clients establish credit, conducting workshops on housing issues, working with prospective landlords and helping families qualify and obtain affordable housing. She will provide assistance to both ILSP and Children and Family Services clients and their families. The program is staffed with a full-time Program Coordinator, an Assistant Coordinator, and other specialized staff who all work together to deliver a diverse continuum of ILSP services. Mr. Roggow has been with ILSP since July 2000 as Program Assistant. He provides a wide range of administrative and technical Support to the ILSP and assists with caseload compliance. This Board Order will authorize Employment and Human Services to renew his services for FY 2003-04. CHILDREN'S IMPACT STATEMENT- Receiving centers support four of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Receiving centers provide a safe, child friendly place in the community for children who have been removed from their homes. They help meet children's food, clothing, shelter, medical and mental health care needs, while limiting disruption in school. RAACKGROIT The receiving centers maintained by Employment and Human Services Department (EHSD), provide shelter, food, toys, clothing, public health nurses and medical referrals as part of a continuum of care for children. Receiving centers serve children who have been removed from their homes and allow EHSD to increase the number of children who can safely return to their families or relatives without going to emergency foster care. By providing time for family assessment, the centers reduce the number of disruptive placements to which a child is subjected. Moss Beach operates the East County Receiving Center (Antioch), Family Stress Center operates the Central County Receiving; Center (Concord), and Imani Facilities, Inc, operates the West County Receiving Center in Richmond. BACKGROUND: Opportunity West provides a community based multi-service family resource center in North Richmond with services for a multi-ethnic,multi-cultural population of homeless, unwed teenage mothers and children who are at risk of abuse and neglect. The intervention and prevention services provided help break the cycle of family dysfunction and violence that permeates this population. The facility services are designed to help protect children, stabilize families, promote and maintain healthy,productive family/community environments. FINANCIAL IMPACT: This contract is federally funded by the Head Start Basic Grant. Funding for this contract is included in the Community Services Department's FY 2003-04 budget. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition,health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Administration for Children and Families (ACF), and the California Department of Education, both require that family and child assessments be conducted on each family within the program. The family and child assessment modules are required by federal rule to collect data on a family's progress toward self.-sufficiency and the child's progress for school readiness. This contract provides for the maintenance of the customized, Internet- based, server platform for data input and report retrieval.
