RECEIVE final report and recommendations from the Transitional Advisory Commission and REFER attached report to the County Administrator and Fire Chief for review. 2. ADOPT resolutions commending the members of the Transitional Advisory Commission for their service to the community, support of the consolidation effort and completion of their assigned work. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): The Board of Supervisors as part of the consolidation effort of the three East County fire districts appointed a Transitional Advisory Commission to evaluate various governance and financial options for the new District. The Transitional Advisory Commission has completed its work and it is appropriate to receive their report and acknowledge the significant effort they have each made toward the success of the consolidation effort. Contact: ATTESTED JUNE 24, 2003 JOHN SWEETEN,CLERK OF THE BOARD OF SUPERVISORS cc: CAO AND COUNTY ADMINISTRATOR BY .-DEPUTY EAST CONTRA COSTA FIRE PROTECTION DISTRICT 134 Oak Street Brentwood Ca 94513 Fire Chief: Doug Dawson Advisory Commissioners: Walter MacVittie,Chairman Darrylynn Shatting,Vice Chairman Roy Bell John Gonzales Christen"Kit"Sanders Leslie LaFond,Alternate MEMORANDUM TO: Contra Costa County Board of Supervisors FROM: East Contra Costa Fire Protection District Transitional Advisory Commission,Chairman Walter MacVittie SUBJECT: Recommendations per Board of Supervisors Request DATE: June 24,2003 The East Contra Costa Fire Protection District Transitional Advisory Commission, consisting of Walter MacVittie, Darrylynn Shafting, Roy Bell, John Gonzales, Christian "Kit" Sanders and Leslie LaFond, Alternate, conducted a series of monthly and bi-monthly public meetings beginning on August 13, 2002 and concluding on May 20,2003. Per your request,and following the unanimous vote of the full Advisory Commission,weare pleased to submit the following recommendations to the Contra Costa County Board of Supervisors: Governance The East Contra Costa Fire Protection District should be a dependent district and should include an advisory commission composed of five members. Those five members should consist of one person nominated by the City of Oakley, one nominated by the City of Brentwood, one nominated by the , Discovery Bay Community Services District and two at-large members nominated by the Supervisors of District 3 and District 5 from their respective districts. All nominated persons to be confirmed by the Contra Costa County Board of Supervisors. The aforementioned advisory commission should have the full authority as described in the most current version of the January 19, 1999 Board of Supervisors Resolution entitled "In the Matter of Delegating Powers to Fire Advisory Commissioners". Finance The TAC realizes the District needs additional resources,personnel and equipment and at this point in time the financial resources are not available to achieve this. The TAC feels that additional resources will be required but the extent and recommended sources for additional resources cannot be determined without a detailed review of current and future expenditures and revenue. Other Board Action • Initiate a"standards of cover"study and master plan to determine the District's needs. • Retire the current Transitional Advisory Commission and appoint the new Permanent Advisory Commission as detailed above. Commission Concerns • There is a need to look at the current allocation and distribution of resources as it relates to staff and salaries. • The District should have a strong POC program. • Current firefighter compensation negatively impacts retention of employees. Members of the Transitional Advisory Commission have appreciated the opportunity to the serve the new fire district and the Board of Supervisors.
