Wigand, L.C.S.W. ) to execute on behalf of the County, Contract #74-005-6 with Phoenix 'Program, Inc. , a non-profit corporation, for the period from May 1, 2003 through April 30, 2004, in an amount not to exceed $174, 013, to provide and coordinate mental health services to seriously and persistently mentally ill adults who are participating in the PATH Supportive Housing .Demonstration Project . FISCAL IMPACT: This Contract is funded as follows : 152, 723 Federal PATH Grant 21, 290 Corporation for Supportive Housing 174,013 TOTAL CONTRACT PA'YMX= LIMIT BACKGROTJND/REASON(S) FOR RECOMMENDATION(5) On July 1.6, 2002, the Board of Supervisors approved Contract #74-005-5 with Phoenix Programs, Inc. , for the period from May 1, 2002 through April 30, 2003, for the provision of Mental Health services to seriously and persistently mentally ill adults who are participating in the PATH Supportive Housing Demonstration Project. Approval of Contract #74-005-6 will allow the Contractor to continue providing services through April 30, 2004 . FISCAL IMPACT: This Contract is 100% Federally funded. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse prevention program supports the Board of Supervisors ' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BP,CKGRO'UND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides specialized substance abuse prevention programs so that youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self sufficient, and return to their families as productive individuals . This Contract is in accordance with the "Prevention Services Request for Proposals" dated March 2002, approved by the Board of Supervisors on February 5, 2002 . FISCAL IMPACT: This Contract is 1001; Federally funded by the Safe & Drug Free Schools Communities. No County funds required. FISCAL IMPACT: Funding for this Contract is included in the Health Services Department ' s Enterprise I budget. BACKGR0UNI7/REASON(S) FOR RECOMMENDATION(S-) For many years the County has contracted with registries to provide temporary qualified personnel to assist the Department during peak work leads, temporary absences and emergency situations. On December 10, 2002, the Board of Supervisors approved Contract #26-- 352-5 with Delta Personnel Services (dba Guardian Security Agency) , for the period from November 1, 2002 through April 30, 2003 , to provide uniformed security officers to safeguard property, equipment and persons, prepare reports, conduct visual checks of area in and around suites, and monitor and respond, at the request of staff, to unauthorized visitors in locations, such as Antioch, Bay Point, Pittsburg, and Martinez, at 2530 Arnold Drive, and to control access at various suites. July 1, 2003 through June 30, 2004, to provide taxicab transportation services to transport patients to and from Contra Costa Regional Medical. Center and Contra Costs. Health Centers and other health facilities. FISCAL IMPACT: This Contract is included in the Health Services Department 's Enterprise I budget . BACXGROCT /REASON(S) FOR RECOMMENDATI ON W : Taxicab services are utilized when a clinical condition could be adversely affected by lack of transportation for needed medical care, including but not limited to, physical disabilities which make it unsafe for patient to travel on public transportation, patient has a verifiable seizure disorder, or patient has received mediation which has or could impair the mobility or coordination of the patient . On September 24, 2002, the Board of Supervisors approved Contract #26--378 (as amended by Contract Amendment Agreement ##26-378-1) , with Concord Yellow Cab, Inc. , for the period from July 1, 2002 through June 30, 2003, to provide taxicab transportation services to transport patients to and from Contra Costa Regional Medical Center and Contra Costa Health Centers and other health facilities .
