RECOMMENDATION(S):
APPROVE and AUTHORIZE the Community Services Director or designee to
execute contract #38-523-11 with Antioch Partnership for Quality Child Care Inc. in
the amount of$136,858 for Expanded State Preschool program services for the period
from July 1, 2003 through June 30, 2004.
FINANCIAL IMPACT:
This contract is State funded through the California Department of Education. Funding
for this contract is included in the Community Services Department's FY 2003-04
budget. There is no net County cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Program supports two of Contra
Costa County's community outcomes: "Children Deady for and Succeeding in School"
and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by
offering comprehensive services, including high quality early childhood education,
nutrition, health, and social services, along with a strong parent involvement focus, to low-
income children throughout Contra Costa County. The overall goal of the program is to
bring about a greater degree of social competence in preschool children from low-income
families.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Contra Costa County receives funds from the California Department of Education to
provide state preschool services. The above listed Community Based Organization (CBO)
contracts with the County as an Expanded State Preschool Delegate Agency.
Approval of this contract with Antioch Partnership for Quality Child Care Inc. will allow
contractor to serve a total of 48 program eligible children ages 3-5 years through June 30,
2004.

to execute contract #38-483-4 with Martinez Early Childhood Center Inc. in
the amount of$96,000 for Head Start program enhancement services for the
period from July 1,2003 through June 30,2404.

Funded by the U.S. Department of Health and Human Services Administration for
Children and Families (ACF). Funding for this contract is included in the Contra
Costa County Community Services Department's FY 2003-04 Budget. There is no

services for the period from July 1, 2003 through December 31, 2003.

RECON MENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute on behal f
of the County, Contract#24-629-15 with Hugh.R. Winig, M.D., a self-employed individual, for the period
from July 1, 2003 through June 30, 2004, in an amount not to exceed $36,000, for the prevision of
professional forensic psychiatric services to patients in the Department's Conditional Release Program
(CONREP).

The State Department of Mental Health provides funding to the Department's Mental Health Division to
provide services for certain patients returning to the community from the State Hospital system, pursuant
to Section 1604 of the Penal Code and known as the Conditional Release Program (CONREP).
Can August 13, 2002, the Board of Supervisors approved Contract#24-629-14 with Hugh R. Winig, M.D. ,
for the period from September 1, 2002 through June 30, 2003, for the provision of professional forensic
psychiatric services to patients in the Department's Conditional, Release Program (CONREP), including,
but not limited to psychiatric assessment, medication assessment and prescription of medications.
Approval of Contract #24-629.15 will allow the Contractor to continue providing services through June
30, 20304.

provide consultation and technical assistance to the Children's Mental Health Program with
coordination of family involvement services.
FISCAL IMPACT:
This Contract is 12.5% Federal and 87.5% State funded.

On July 15, 2002, the Board of Supervisors approved Contract#24-x978-4 with Susan Waters, for
the period from July 1, 2002 through June 30, 2003, for the provision of coordination of family
involvement services for Children's Mental Health Programs.
Approval of Contract#24978-5 will allow the Contractor to continue to provide coordination of
family involvement services to the Mental Health Division including, but not limited to, liaison
services, increasing family involvement and facilitating Family Wraparound Program meetings,
through June 30, 2004.
