(W&S) Interim Coordinator, with duties of a primary manager and staff to an inter jurisdictional board of directors for crime intervention-prevention program(s) for at risk youth. W&S requires collaborations between designated at risk communities and public and private entities to "weed"the communities from violent offenders and to "seed"the communities with beneficial programs for community residents. As Weed and Seed Program Interim Coordinator, Ms. Pavia will monitor contracts and assure funding and reporting requirements are met. BACKGROUND: In Spring 2000, the EASTBAY Works consortium, of which the Workforce Development Board of Contra Costa(WDB) is a member, elected Oakland Private Industry Council, Inc. (ODIC), a member organization, to serve as procurement and pay agent for training vendors on behalf of all EASTBAY Works partner agencies. In this capacity, ODIC is responsible for contracting with and paying training vendors for WIA-related training activities on behalf of WDB. This Board Order will authorize EHSD to continue services provided by ODIC under this contract. The Workforce Development Beard of Contra Costa(WDB) is a member of EastBay Works, Inc. (EBW), a consortium of four(4)Bay Area Workforce Investment Areas which include: Contra Costa County,Alameda County and the cities of Oakland and.Richmond. EBW was created to assist in the implementation and coordination of a regional system of one-stop career centers encompassing a distinct labor market area in Alameda and Contra Costa counties. The EBW regional system ensures that the labor market is served by quality, uniform, and broadly accessible services and provides coordinated outreach efforts to employers. In Spring 2001, WDB approved the selection of OPIC to serve as fiscal agent and administrator for Contra Costa's portion of EBW system costs. As fiscal agent,OPIC is responsible for processing payments and ensuring that Contra Costa's share of regional grants are managed and implemented accordingly. In addition, OPIC also provides support to the operations of the WDB's One-Stop Career Centers. This Board Order will authorize EHSD, on behalf of WDB,to continue services provided by OPIC under this contract. BACKGROUND- The Grant Projects Manager coordinates the planning and contracting of various project activities for the Workforce Development Board (WDB). Services include coordinating grant activities to leverage funds and develop logistical referral systems, collaborating with staff to develop an implementation timeline specific to each grant, interfacing with staff to ensure grant compliance, and maintaining a database of partnering agencies. Ms. Joyce Reynolds was selected from a competitive procurement, Request for Interest (RFI) #153 in the Spring of 2002 to provide Grant Projects Manager services. Specific grant projects may be within Contra Costa County or span across county jurisdictions. Current grant activities include entry level and upgrade training in the healthcare and technology fields.
