RACKGROUNDe The Network of Care Internet project was funded by the State of California through a Long-Term Care Innovation Grant from the Department of Aging in a competitive procurement process (RFP) in October 2000. This was part of Governor Gray Davis' "Aging with Dignity" Initiative, which expands the availability of alternatives to nursing home care and assists older Californians and those with disabilities to remain in their own homes and communities. The Network of Care Website was created by Trilogy Integrated Resources and provides a broad array of social services online to people with disabilities, the elderly, and to their families and caregivers. June 2002, Trilogy Integrated Resources completed Phase I Discovery for the Network of Care Website and Phase II— Development and Site Launch of the Network of Care Website in accordance with Title III E of the Older Americans Act and the Older Californians Act and the State of California Aging Standard Agreement for FY 2001-2002. July 2002, Trilogy initiated Phase III — Operation for continuous website improvement by providing ongoing maintenance and directory updates for the Network of Care Website. This contract is a continuation of the ongoing maintenance which includes update of resource data base, quarterly update of assertive devices database, annual update of legislative module, regular additions to and monitoring of the library, maintenance and updates of County and City links, daily news updates, and monthly newsletters. EINANC'IAAL IMpACE No County cost: Title IV E funds support the Child Welfare training(100%Federal),Federal TANF Single Allocation funds the Eligibility Worker and Employment Services training(100%Federal). This contract has a 15% University of California in-kind match ($28,275). CHILDREN'S IMPACT STAIRMENT. Staff development training supports three Contra Costa County community outcomes: "Families that are Economically Self-Sufficient"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a.High Quality of Life for Children and Families."Through this training,case managers will be better able to connect CaIWORKs participants with job training and opportunities; child welfare can improve supportive intervention and prevention services for families at risk of child abuse; and the County's adult population will benefit from enhanced responsiveness of adult services workers. Training provided by UC Davis to EHSD meets state regulations that allow public institutions of higher education to provide in-kind match funding equal to the California Welfare Department's share of costs, resulting in no expense to the County. EHSD will continue training with UC Davis extension through three related agreements for a Natal commitment of$160,225. Contract will address EHSD training needs in three areas: Employment Services($36,975), Child Welfare($61,625), and Eligibility Worker training($61,625). RAC'KGR_OJINT): Contra Costa Community College District will provide Foster Parent and Relative Caregiver Training — Heritage Project services at the West Contra Costa Campus and the Los Medanos Campus to caregivers responsible for special needs children and medically fragile infants. The Heritage Project provides education and training to foster parents and relative caregivers, which enhances the quality of care provided, assists children to cope with previous abuse, and supports children's ability to cope with out-of-home placement. These contracts provide a range of services to the older adult population in Contra Costa County providing supportive services that assist them to remain independent. Contra Costa Senior Legal Services provide countywide legal services such as advice, brief legal service (e.g. phone calls, letters, document review, negotiations) representation at administrative proceedings, and representation at court, to eligible clients, at least 60 years of age and older. Ombudsman Services of Contra Costa provides mediation and conciliation, investigation of physical abuse, and family support to dependent and elder residents of long-term care facilities. Health Services Department operates the County Senior Nutrition Program providing congregate hot meals at twenty-one program sites in Contra Costa County, home- delivered meals, education, nutrition information to seniors at congregate meal sites, the disabled, frail and homebound seniors. Ms. Barnes provides consultation to Advisory Council on Aging and Senior Outreach Services provides home visiting services and in-home services to reduce the risk of inappropriate institutionali ation. No County costs. BACKGROUND! The above agencies were selected through Request for Proposals 9 416-1 to provide Adult Day Care and escort/errand services to senior clients. Adult Day Care/Adult Day Health is the provision of personal care for dependent adults in a supervised, protective, congregate setting during some portion of a twenty-four (24) hour day. Services offered in conjunction with adult day care/adult day health care typically include social and recreational activities, training, counseling, meals for adult day care and services, such as, rehabilitation, medications, assistance, and home health aisle services for adult day health. Escort/errand service is the provision of volunteers who conduct errand or escort services to seniors. This Board Order will authorize EHSD to continue services provided under these contracts. RACKGRt JINN- FamiliesFirst, Inc. was selected from a competitive procurement, Request for Proposal (RFP)#1076, Spring 2043 to provide Family Enhancement Collaboration (FEC)services to the Children and Family Services(CFS)Bureau. FEC is composed of three programs: Intensive Family Preservation, Kinship Support Services, and Shared Family Care. Intensive Family Preservation is designed to provide intensive, individualized, in-home family preservation interventions with a potential for individualized time limited aftercare. Kinship Support Services provides multiple support services that help relative caregivers and children remain safe, healthy, and nurturing. Kinship Services include site based program services at dedicated kinship centers. Shared Family Care provides in-home, full time mentoring services in which parents with children in the Child Welfare System live with mentor families and receive a variety of professional support services so that they can learn to become self--sufficient, safe, and remain together. FamiliesFirst, Inc, began providing services in Contra Costa County in 1983 serving children and their families who are at risk for or who have been abused, neglected, or have severe emotional disturbances. Within Contra Costa County, FamiliesFirst, Inc. and their collaborative partners Pittsburg Pre-School and Community Council (PPCC)and West Contra Costa Youth Service Bureau (YSB)provide multiple community base rvices to approximately 1,200 children and their families.
