FINANCIAL IMPACT: $54,300 Keller Canyon Surcharge Revenues: 100% County. CHILDREN'S IMPACT STATF,MFNT* This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) " Families that are Economically Self Sufficient"; 4) " Families that are Safe, Stable and Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families". BACKGROUND- The Food Bank of Contra and Solano provides emergency and supplemental food to individuals in crisis and approximately one hundred and forty (140) non-profit social service organizations located in Contra Costa County including emergency food pantries, senior citizen groups which include Brown Bag sites, childcare centers, substance abuse and mental health halfway houses, and other eligible organizations. Services include delivering emergency and supplemental food supplies to organizations recognized as community distribution centers and distributing special holiday baskets. Funds requested for this year's contract match the level of support of the Food Bank authorized by the Board of Supervisors since 1998. BACKGROUND: Rehabilitation Services of Northern California was selected to provide Alzheimer's Day Care Resource Center Program services through the competitive bid process, Request for Proposal (RFP) #1072, approved for release by the Board of Supervisors, January 2003. Rehabilitation Services of Northern California will provide, as part of the Alzheimer's Day Care Resource Center Program, quality day care for persons with dementia, while giving respite to their caregivers. F3ACK ,.ROUND! The Volunteer and Emergency Services Program provide emergency supplemental resources to stabilize low- income families and individuals in crisis. The Ready-to-Work Clothes Closet (RTW), a program of the Volunteer and Emergency Services, fundraises and obtains in-kind donations providing emergency food assistance and business clothing for men and women seeking employment. Program services include professional image consultation, employment presentation guidance and interview skills, volunteer work experience, workshops and seminars addressing barriers to employment, skills to obtain employment, and workplace skills assistance for employment retention. RTW program participants include CalWORKs, Welfare-to-Work, General Assistance, and Fathers at Work Initiative Program (Rubicon). During FY 2002/2003, RTW developed eight Clothes Closet sites for men and women in West, Central and East County and two additional sites are currently being developed. Ms. Ella Stevenson provides RTW Program Development Coordinator services managing the organization and distribution of clothing, administering volunteer program activities, and developing new program services. Ms. Stevenson was selected to provide RTW program services from a competitive procurement Request for Interest (RFI) #130 in 2041. She was promoted to her current position in 2002. The program will reduce child abuse and neglect, reduce substance abuse, improve parenting skills and increase the percentage of safe, stable households. BAC'KCROITND! Moss Beach Homes, Inc., will have a fiduciary relationship to the WHB Program, with responsibilities of fiscal administration including human resource management, while EHSD will remain the primary lead for program decisions and countrywide expansion. $120,450 of the total contract award of$1,204,500 is for fiscal administrative overhead with the remaining amount for services of the home visitors. The Welcome Home Baby Program is a prevention and early intervention program providing home visiting for first-time families in Contra Costa County. The identification of first-time families, and provision of weekly home visits emphasizing infant bonding and nurturing child development, health education and medical care, and assistance with employment, housing, transportation and childcare can provide appreciable reductions in child abuse and neglect and other significant health and education concerns. B Af;KG12C1I ND- March 1999, Ms. Boshers was selected to provide Early Intervention Outreach Services (EIOS) through a competitive procurement. Ms. Bashers will provide outreach services to substance abusing parents who have been referred to the Juvenile Court. The EIOS provides liaison services between Children and Family Services (CFS) staff and Community Substance Abuse staff to address issues of substance abuse including information and referral for substance abuse assessment and treatment, parenting classes and child development, caregivers support group, and ongoing follow up services via direct or telephone contact. Additionally, the EIOS assists parents to understand the Child Welfare System including concurrent planning and reunification timelines.
