RECQMMENDEI) ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE
contract with STAND! Against Domestic Violence (#21-714-3) in the amount of$250,000 for Domestic
Violence services during the period. July 1, 2003 trough June 30, 2004.
FINANCIAL IMPACT:
$150,000 CaIWORKs, 20% County ($30,000), 40% State ($60,000), 40% Federal ($60,000).
$100,000 County costs as authorized by Zero Tolerance for Domestic Violence
CHILI{1R.EN'S IMPACT STATEMENT;
This contract supports all five of the community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School"; 2) "Children and Youth.Healthy and Preparing for
Productive Adulthood"; 3) "Families that are Economically Self Sufficient" 4) "Families that are Safe,
Stable, and Nurturing" 5) "Communities that are Safe and Provide a High Quality of Life for Children and
Families."
BACKCItOID:
This Board Order will authorize Employment and Human Services Department (EHSD) to continue services
provided by STAND! for FY 2003-04. Stand! will provide a Wide array of domestic violence services,
tailored to meet the specific needs of the Workforce Services Bureau. Services include CalWORKs domestic
violence liaisons at four Employment and Human Services Department (EHSD) offices located in Antioch,
Martinez, Richmond, and Hercules; technical assistance, consultation, and domestic violence identification
and shills training; on-site capacity building and linkage of domestic violence victims to community
resources. In addition, STAND! will also develop and. provide Limited .English Proficiency (LEP) outreach
services to the Asian-speaking community.

RECOMMENDED ACTION,
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE
an interagency agreement with the In-Horne Supportive Services (IHSS) Public Authority (#21-700-3) for the
period from July 1, 2003 through June 30, 2004.
FINANCIAL IMPACI-
County cost will be approximately $267,067, or 21% of the $1,271,748 administrative cost allocation in the
FY 2002-03 IHSS Public Authority budget.
BACKGROUND-
The Board of Supervisors enacted Ordinance Number 98-14 on March 17, 1998, establishing the Contra
Costa County In-Home Supportive Services Public Authority ("Public Authority") as an independent public
agency pursuant to California Welfare and Institutions Code section 12301.6.
While the Public Authority is an independent public agency providing services to the County, it also receives
some services from County departments. This dual relationship requires an agreement that establishes the
respective obligations and responsibilities of the County and the Public Authority.
The Board of Supervisors most recently authorized an interagency agreement between the County and the
Public Authority on October 1, 2002. This Board Order will authorize the execution of another interagency
agreement for FY 2003-04 and will ensure that IHSS program services continue this year.

CHILDREN'S IMPACT STATEMENT-
This contract directly supports the Contra Costa County's community outcome established in the Children's
Report Cad: "Families that are Economically Self-Sufficient." Case management, training, counseling, and
referral services will be provided to WIA clients in the Southeast Asian community of West County to help
them transition into the workforce and develop self-sufficiency.

United Laotian Community Development, Inc. was selected in 2001 through a competitive solicitation
process (RFI# 13 1) to provide case management services to Workforce Investment Act (WIA) and Welfare-
to-Work clients among the Southeast Asian community served by the San Pablo One-Stop Career Center.
Although the Welfare-to-Work grant has expired, the demand for services from the Southeast Asian
community enrolled in the WIA program in West County continues to grow. Through case management,
counseling, life skills training, advocacy, and referral, Contractor will assist clients access services and
training that will lead to skills necessary to attain self-sufficiency. Contractor has demonstrated knowledge
and proven experience working with the Southeast Asian community and provides multi-cultural and multi-
lingual case management services.

Contra Costa Crisis Center will manage and maintain the comprehensive countywide health and human
services database with extensive and current health and human services information. In collaboration with
Contra Costa County Community Services Department, Employment and Human Services Department, and
Health Services, the database will provide information for emergency shelter, food, job training, medical
care, childcare, substance abuse counseling, mental health treatment, conflict resolution, legal services, and
more. The database will provide the most accurate and current information and will be accessible on the
Internet for all County employees, local non-profit agencies and County residents.
Contra Costa Crisis Center has extensive experience developing and maintaining a database of health and
human services information. The project obtains regular input from county departments and community
based organizations and provides a website facilitating access to information.

BACKGROUND!
This Board Order will authorize Employment and Human Services Department (EHSD) to contract with
Contra Costa Crisis Center to provide Emergency Response Program telephone support to both the Children
and Family Services Division and the Aging and Adult Services Division. Contractor will provide after-
hours, weekend and holiday emergency response telephone support and immediate intervention and
counseling to at-risk children and adults who are dealing with critical issues such as suicide, homelessness,
grief, abuse, neglect, and other life crises. The Contra Costa Crisis Center helps EHSD meet its obligations
under the federally mandated 24-hour Children's Protective Services Emergency Response Program.
