RECOMMENDATION:
APPROVE and AUTHORIZE the Risk Manager to execute a contract with Essential Staffing,
Inc. for consulting services and workers' compensation staffing services for the period July 1,
2003 through June 30, 2004 in an amount not to exceed $100,000
FINANCIAL. IMPACT.
Costs for workers' compensation claims administration services are funded through the
Workers' Compensation Self-Insurance Trust Fund.
BA KGROUNDiREASONS FOR RECOMMENDATION:
Essential Staffing, Inc. is a firm specializing in workers' compensation claims services. Two
adjusters will be out for significant health reasons. These positions are being filled by Essential
Staffing personnel.

SPECIFIC REQUESTM OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Risk Manager to execute a Contract with EORM, Inc. to
provide professional on-site environmental health and safety consulting support effective July 1,
2003 through June 30, 20014 in the amount not to exceed $180,000. The breakdown of costs
shall be shared among the following departments:

FINANCIAL. IMPACT:
Costs for consulting services are funded through the Workers' Compensation Self-insurance
Trust Fund.
BACKGROUNDIREASONS FOR RECOMMENDATION:
EORM, Inc. is a consulting firm consisting of staff possessing specialized technical skills in such
areas as indoor air quality, infectious disease control, industrial hygiene, as well as general and
environmental compliance.
It is requested that technical consulting in the form of two part-time EH&S specialists a total of 3
days a week, continue for the following reasons:
■ Consulting services have assisted in dealing with OSHA compliance inspections and
responses on behalf of our departments.

RECOMMENDATIONS
APPROVE and AUTHORIZE the Community Development Director, or designee, to execute a
contract amendment with Darwin Myers Associates effective May 1, 2003 to increase the
payment limit by$ 10,000 to a new payment limit of$60,000 to provide geologic services,
with no change in the term through June 30, 2003.
FISCAL IMPACT
None. All costs are covered by fees charged to applicants.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Darwin:Ayers Associates provides geotechnical review services for land use projects requiring geology
reports or where topographical or geological concerns are present. Community Development uses contract
planning services to augment/decrease staff needs in relation to rises/declines in economy that affect work
flow. The work provided by Darwin Myers Associates includes performing initial CEQA assessment and
geotechnical issues,reviewing geology reports submitted by applicants, reviewing grading plans and
providing guidance on other geotechnical issues.

AUTHORIZE the Director of General Services, or designee, to execute a contact with Seth Barry for
Technical Support Services in the amount of $61,200 for the period of July 1, 2003 through June 30,
2004.
FINANCIAL IMPACT
The estimated cost of this contract is budgeted in the General Services Department's FY 2003/04
Budget.
BACKGROUND
This contract will provide technical support services to the Department of General Services for a
limited time period. These services are specialized and do not fall under any current classifications in
the Merit system. These specialized services include maintenance of a Linux server, upkeep of the
Department's intranet and internet web sites, and development of welt-based applications that
enhance GSD services. For example, on-line scheduling for vehicle preventative maintenance
appointments and on-line ordering of copy jabs from Print and Mail Services (formerly Central
Services).

FINANCIAL. IMPACT:
$774,317: 100%Federal Workforce Investment Act(WIA) funds. No County Costs.
BACKGROUND:
The Contra Costa County Office of Education (CCCOE) provides in-school youth development services
under the Workforce Investment Act (WIA). This Board Order seeks approval to amend the current contract
in the amount of$170,000 from the 2003/04 federal WIA youth allocation. The contract amendment will
allow for mandated WIA youth services to continue through September 30,2003. The Workforce
Development Board's Youth Council approved this action June 16, 2003.
