Diablo Unified School District SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Donna Wigand, L.C.S.W. ) to execute, on behalf of the County, Interagency Agreement #29-510-3 with the Mt. Diablo Unified School District, a public agency, to pay the County an amount not to exceed $20, 000, for the period from July 1, 2003 through June 30, 2004, for the provision of professional mental health intervention services for certain Special Education students . FISCAL IMPACT Under this Agreement the County will invoice Contractor an amount not to exceed $20, 000 . No County match is required. BACKGROUND/REA.SON(S) FOR RECOMMENDATION(S) : On June 4 , 2002, the Board of Supervisors approved Interagency Agreement $#29-510-2 with Mt . Diablo Unified School District, for the period from July 1, 2002 through June 30, 2`003 , for Mental Health Intervention services to Special Education students . Approval of this Agreement #29-510 -3 will allow Mt. Diablo Unified School District to continue to pay the County for the provision of professional mental health intervention services to Agency- designated severely emotionally disturbed Special Education students, and their families, who are participating in the Learning Intervention Center, at Shore Acres Elementary School through June 30, 2004 . FISCAL, IMPACT: This Amendment increases the maximum reimbursed amount of State funding for FY 2002-2003, for the County' s AIDS Program, not to exceed a new total amount of $4, 711,470 of this four year agreement. No County funds are required. BACXg'R0MM IREASQ (5) FOR RRA IT,?AT14N The Master Agreement incorporates a Memorandum of Understanding (MOU) for each service component of the AIDS program which, defines the services to be provided and the budget. The MOUS are negotiated by staff of the State Office of AIDS and the County' s AIDS Program representatives. The State reggires only that the MOUS be signed by the State Office of AIDS Chief and the County' s Health Officer, or his designee. This streamlines and expedites the contracting procedure for the AIDS Program, as only the Master Grant Agreement and any formal amendments to the Master Grant Agreement require County Board of Supervisors and State Department of Finance approval . Approval of this Amendment #29-388-43 increases the reimbursed amount for each HIV "Risk Assessment Counseling" session conducted and allows the County to continue to implement the evaluating local intervention' s information system required by the State. Four sealed/certified copies of this Beard Order should be returned to the Contracts and Grants Unit for submission to the State Department of Health Services. FISCAL WMACT: Approval of this agreement will result in an amount not to exceed $828,622 from the Contra Costa Children and Families Commission (Proposition 10 — First Five funds) for wraparound services for children. BAC:, IIIEASON(S)FOR RECOMME ATIONM: On March 11,2003, the Board of Supervisors approved Standard Agreement 29-525 with the Contra Costa Children and Families Commission, to provide funding for wraparound services for children, for the period from April 1, 2003 through June 30, 20€34, in an amount not to exceed $826,622. However, due to an administrative oversight, the Board Order did not reflect the negotiated Contract Payment Limit of$828,622. Approval of this Board Order will allow the Department to correct Board Order C.33, dated March 11, 2003 to reflect the actual intent of the parties, and allow the Contractor to continue providing services through June 30, 2004. Three sealed/certified copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the Contra Costa Children and Families Commission. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): On April 9, 2002, the Board of Supervisors approved Contract#29-774-2 with County of Placer for its Managed Care Network, for the County's provision of telephone advice nurse services for the Contractor's Health Plan members, for the period from January 1, 2002 through December 31, 2004. Due to decrease in State funding for the Placer County Managed Care Network, the Department and the Contractor have agreed to terminate Contract#29-774-2, effective June 30, 2003. FINANCIAL. IMPACT: Costs for consultation and technical assistance are funded through the Workers' Compensation Self-insurance Trust Fund. BACKGROUNDIREASONS FOR RECOMMENDATION: The Americans with Disabilities Act provides protection against discrimination to disabled individuals. The Act prohibits discrimination on the basis of disability in employment, public services and public accommodations. The Act makes employment discrimination against qualified individuals with a disability unlawful. It prohibits discrimination in training, promotion, retention and other aspects of employment and requires employers to provide reasonable accommodation to qualified disabled employees and applicants for employment. Skamser & Associates also provides ongoing consultation on a case by case basis on accommodation for existing staff with disabilities, provides consultation and interacts with County Counsel on litigation issues, and maintains a system for the identification of employees being provided job modification and a system for the assessment and response to requests for accommodation. She locates assistive devices and orders equipment. She consults with Human Resources, individual departments and the medical screening unit on accommodations, fitness for duty and hiring procedures. She provides assistance to departments with program access issues. The contract with Skamser & Associates is for a three year period, July 1, 2003 through ,lune aft, 2000, at an hourly rate of $65. During that time, the consultative services will be monitored and evaluated.
