SUBJECT: Execute an Amendment for services provided in the administration of the County's
Pipeline Franchise Fee Program between the County of Contra Costa and Francisco &
Associates, Inc. Countywide.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute an Amendment
for services provided in the administration of the County's Pipeline Franchise Fee Program
between the County of Contra Costa and Francisco & Associates, Inc., effective June 30, 2003,
in the amount of $25,000 for a new maximum payment limit of $85,000 and extending the
completion date from June 30, 2003 to June 30, 2004.
If. Fiscal lmpact:
Funding for the contract amendment will be provided from the franchise revenue the County
receives. The cost of the contract is expected to be offset by increased revenue collection and
improved program administration.
III. Reasons for Recommendations and Background:
Francisco & Associates, Inc. (FAI) was hired in 2001 to 1) organize the County's many pipeline
franchise agreements, 2) identify outstanding balances awed to the County, 3) initiate the collection
of those balances, and 4) provide of administrative se ces.

1n July 2001, staff requested an amendment to the contract to cover additional funds needed for
Phase 1 and Phase 11 tasks as well as funds to cover day-to-day administration of the franchise
agreements through June 30, 2003
Staff is now requesting an amendment to cover additional funds needed for the day-today
administration of the franchise agreements through June 30, 2004.
IV. Consequences of Negative Action:
Negative action would result in the inability of Public Works Department to administer the Contra
Costa County Pipeline Franchise Agreements as required by California Public Utilities Code and
other legislation concerning franchise agreements.

2. Parties. The County of Contra Costa, California (County), for its Department named above, and the
following named Contractor mutually agree and promise as follows:
3. Amendment Hate. The effective date of this Contract Amendment Agreement is June 30, 2003.
4. Amendment Specifications. All contract specifications remain in effect except those identified in item 5
"Extension of Term" and item 6 "Payment Limit Increase".
5. Extension of Term. The term of the above-described contract between the parties hereto is hereby extended
from June 30,2003 to June 30, 2004,unless sooner terminated as provided in said contract.
6. Payment Limit Increase. The payment limit of the above-described Contract between the parties hereto is
hereby increased by$25,400.00 from$60,000.40 to a new total Contract Payment Limit of$85,000.00.
