1 .SUBJECT: AUTHORIZATION TO EXECUTE A CONTRACT FOR HEAD START
WRAP AROUND SERVICES.
Specific Request(S)or Recommendation(S)&Background and Justification
RECOMMENDATION JS):
APPROVE and AUTHORIZE the Community Services Director or designee
to execute contract#38-461-8 with the YWCA of Contra Costa, in the amount
of$52,353 for Head Start program wrap around services for the Period from
July 1, 2003 through December 31,2003.
FINANCIAL IMPACT:
Funded by the U.S. Department of Health and Human Services Administration for
Children and Families (ACF). Funding for this contract is included in the Contra
Costa County Community Services Department's FY 2.003-04 Budget. There is no
net County cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The: Community Services Department Mead Start Program supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are
achieved by offering comprehensive services, including high quality early
childhood education, nutrition, health, and social services, along with a strong
parent involvement focus, to low-income children throughout Contra Costa
County. The overall goal of the program is to bring a greater degree of social
competence in preschool children from low-income families. The Head Start
program allows the County to provide these services to program eligible children,
ages 3 to 5 years.
REASONS FOR IIECOMMENDATIONSI 3ACKGROUND:
On September 10, 2002, the Board approved and authorized submission of the
2003 Head Start Basic Grant Application to the U.S. Department of Health and
Human Services, Administration for Children and Families to continue Head Start
program services to program eligible children and their families for the period
from January 1, 2003 through December 31, 2003.
Approval of this contract with the YWCA of Contra Costa, will allow for
continuing Head Start wrap around services to program eligible p ildren ages three
(3)to five(5)years,in a full day childcare program,, F r

RECOMMENDATIOMS):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on 'behalf of the County, Contract #24-794-7(4) with St. Helena Hospital and its California
Specialty Hospital, a non-profit corporation, in an amount not to exceed $250,000, to provide
inpatient psychiatric hospital services for the period from July 1, 2002 through June 30, 2001
FISCAL IMPACT:
This Contract is funded by Mental Health inpatient consolidation funds and Federal Medi-Cal funds.
BACKORQUND/REASONQ$)FOR RECOMMENDATIONfS):
Chapter 633, Statutes of 1994, AB 757, authorized the transfer of state funding for Fee-For-
Service/Medi-Cal (FFS/MC) acute psychiatric inpatient hospital services from the Department of
Health Services to the Department of Mental Health (DMH). On January 1, 1995, the DMH
transferred these funds and the responsibility for authorization and funding of Medi-Cal acute
psychiatric inpatient hospital services to counties that chose to participate in this program.
For a number of years, Contractor's California Specialty Hospital has provided inpatient psychiatric
services to Contra Costa County clients.
Approval of Contract #24--794--7(4) will allow the Contractor to provide services at St. Helena
Hospital and California Specialty Hospital through June 30, 2003.

SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR
CONTRACT FOR ST. HELENA HOSPITAL AND IT'S
CALIFORNIA SPECIALTY HOSPITAL. CONTRACT 24-794-7
STATEMENT OF NEED.
Each county is responsible for;negotiating the reimbursement nytes for all hospitals within
their jurisdiction. Given this,Contra Costa County cannot contract with out-of-cotuity
facilities until the county-specific Negotiation process is completed and the rates
published. This delays timely contract execution each year. Now that rates have been
established, it is imperative that a renewal of this contract be expeditiously approved.
This situation necessitates this request for retroactive approval of the contract for the
period 711/02-6/30/03.
Therefore,retroactive approval of this request is to cover the service activities of this
contractor and to assure the continuation of all necessary inpatient psychiatric hospital
services to clients referred by county as requested by County. Approval of this request
for retroactive contract will result in no impact on payment limit.
BENEFIT TO THE COUNTY.
Approval of thisretroactive contract will allow for contractor to continue providing all
necessary inpatient psychiatric hospital services to clients referred by Contra Costa
County.

AUTIORIZATION OF SERVICES:
These services were requested/authorized by the Mental Health]division Care
Management Administrator,who is granted authority by the Mental Health Director,
pursuant to the California Welfare and Institutions Cade, and Under the Bronzon-
McCorquodale Act W&I Section 5608.
SOCIAL NEEDS STATEMENT FOR ST. HELENA AND IT'S CA. SPECIALTY
HOSPffAL:
This contract meets the social needs of the County's population in that it provides
inpatient psychiatric treatment for severely emotionally disturbed clients from Contra
Costa County. In order to provide the best care possible for clients who need these
services, Contra Costa County has placed some clients in this facility. The provision of
acute, inpatient care in this facility assists in diverting clients from hospitalization at State
institutions.

On July 16, 2002,the Board of Supervisors approved Contract#2466-11 with Nancy Brewster for
the period from July 1, 2002 through Jane 30, 2003, for the provision of administrative and
management analysis, consultation and technical assistance to the Department's Mental Health
Division.
Approval of Contract #24-666-12 will allow the Contractor to continue providing services through
June 30, 2004.

Concord Royale, a corporation, in an amount not to exceed $34, 800, for the
period from July 1, 2003 through June 30, 2044, for the provision of
augmented board and care services for County--referred mentally disordered
clients .
FISCAL IMPACT
This Contract is 100% Mental Health Realignment funded.
BACKGROUND/R.EASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of the County' s population in that it
provides augmentation of room and board, and twenty-four hour emergency
residential, care and supervision to eligible mentally disordered Clients,
who are specifically referred by the Mental Health Program Staff and who are
served by County Mental Health Services.
On July 16, 2002, the Board of Supervisors approved Contract #24-581-59 (as
amended by Contract Amendment Agreement #24-681-59 (1) with Concord Royale
for the prevision of augmented board and care services for County-referred
mentally disordered clients, for the period from July 1, 2002 through June
30, 2003 .
Approval of Contract #24-681-59 (2) will allow Contractor to continue to
provide services through June 30, 2004 .
