SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RFC_ MENDED ACTION- APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE contracts with Ms. Cheryl G. Orr (#21-803-3) and Ms. Nadiri Jumoke (#20-983-1) for Early Intervention Outreach Specialist services in the amount of$45,500 and $47,500 respectively, for the period July 1, 2003 through June 30, 2004. EINANC'IAI, IMPACT- $93,000 MPACT-$93,000 Options for Recovery funds; 15% County ($13,950), 50% Federal ($46,500), 35% State ($32,550). �,'I-ITI,I)RENIS IMPACT STATEMENT- Services under these contracts directly support all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for an Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." BACKGRCi TL ND! This Board Order will authorize the Employment and Human Services Department (EHSD) to continue services provided by Ms. Cheryl Orr and Ms. Nadiri Jumoke as Early Intervention and Outreach Specialist (EIOS) for West County and East County, respectively. The EIOS position provides outreach services to substance abusing parents who have been referred to the Juvenile Court and helps facilitate the entry of parents into a treatment program and the return of children to healthy homes. CHILDRFISIS IMPACT STATFr_v_r�IF Foster Pride/Adopt Pride training supports three of Contra Costa County's community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Through enhanced education and training, foster and adoptive parents can provide better care to children. The training improves foster and adoptive parents skills and helps children cope with past abuse and neglect and understand the reasons for out-of-home-placement. BACKGROUND! This Board Order will authorize the Employment and Human Services Department(EHSD)to contract with Contra Costa Community College(CCCC)to provide coordination services for the Foster Pride/Adopt Pride Training Project for FY 2003-04. This training program offers pre-service training to provide foster caregivers with the skills and understanding needed for sustaining productive and nurturing relationships with foster children.Potential foster parents and relative caregivers learn techniques to improve parenting,behavior management and child education to better serve the needs of children under County care. This training program is very valuable to the foster care program..
