FISCAL IMPACT None. All costs are covered by fees charged to applicants . BACKGROUND/REASONS FOR RECOMMENDATIONS Over the past few years the Community Development Department has experienced significant increases in land use applications. Community Development uses contract planning services to augment/decrease staff needs in relation to rises/declines in economy that affect work flow. Simultaneously, the Department has had difficulties with recruitment and retention of qualified professional planners to handle the volume of land use applications. Darwin Myers Associates has both knowledge of the County and Department land use application processing procedures. These contract services are critical in assuring that land use applications are processed in a timely fashion and to meet Department staffing needs. REASONS FOR RECOMMENDATION/BACKGROUND: The business relationship between the Elections Division of the Clerk-Recorder's Office and the Independent Printing Company is currently covered by a blanket purchase order. Due to the increasing complexity of the relationship between the Elections Division and the Independent Printing Company, County Counsel has recommended the implementation of a contract. CONSEQUENCES OF NEGATIVE ACTION: The lack of a contract with the Independent Printing Company increases the County's liability, and increases the chance of a failure to deliver a product or service. CHILDREW-S IMPACT STATEMENT— This contract directly supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing" and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." BACKGROUND: Contra Costa County Employment and Human Services Department (EHSD) provides three transportation services to CalWORKs participants and their children and to teenage foster children emancipating from the foster care system. Rides to Success Demand-Response Bus Service (RTS) provides same-day employment related transportation for eligible and enrolled CalWORKs participants. The Children's Transportation Project (CTP)', delivers door-to-door transportation to and from daycare and school for the infant to high school aged children of CalWORKs participants. The Independent Living Skills Program (ILSP) Transportation provides charter-based transportation service to and from ILSP training events for foster children emancipating from the foster care system at age 18. The purpose of the three transportation programs is to assist CalWORKs participants and their children to achieve self-sufficiency by removing barriers to employment and job retention and to achieve independence from the foster care system. MV Transportation, Inc. (MV) was selected from a competitive procurement, Request for Proposal (RFP) 1070 in the Spring 2003 to provide countywide transportation services for FY 2003/2004. BACKGROUND: Contra Costa County is one of seventeen (17) California counties jointly contracting for Welfare Case Data System services. The Board of Supervisors approved a two-year contract with EDS in 1991 and has renewed the contract annually since 1993 to fund County participation.
