SUBJECT: APPROVE A CONSULTING SERVICES AGREEMENT WITH AEPC
GROUP, LLC, FOR ENERGY CONSULTING SERVICES (WH265Z)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION'
RECOMMENDATION
1. APPROVE a Consulting Services Agreement with AEPC Group, LLC, for energyconsulting
services with a payment limit of$69,300.
2. AUTHORIZE the Director of General Services, or designee, to issue written authorizations for
extra work, provided that the cumulative total cost for such additional authorizations shahl not
exceed $10,000.
FINANCIAL IMPACT
Funding for this contract will come from revenue received by the County from a legal settlement with
the Williams Companies. These funds are restricted under the terms of the settlement to activities
that promote alternative energy production or improved energy efficiency of County facilities.
BACKGROUND
On 'December 17, 2002, the Beard of Supervisors approved the Settlement Agreement with the
Williams Companies.;;Under the terms'of this Agreement, the County will be awarded a total of $3.5'
million over a 'period of four years for activities that promote alternative ''energy production or
improved energy efficiency of County facilities.
Following approval of the Settlement Agreement by the Board, the General Services Department, in
partnership with the CAO, issued an RFP for consulting services to assist the County with its energy
planning and management efforts. The County engaged the assistance of the California Energy
Commission, which advised the County during various stages of the RFP process. The County
received 17 responses to the RFP and interviewed six highly qualified respondents, selecting AEPC'
as the most qualified. This contract will allow GSD and the CAO to work with AEPC to develop a
Strategic Energy Conservation Plan, :which will provide guidance;to the County in prioritizing and
implementing cost-effective energy efficiency improvements and enhancing internal energy
management capacity over the next several years.
