WALKER, M.D. Health Services Director Costa DATE: May 5, 2003 County SUBJECT: Contra.Costa Health Plan's 30th Anniversary SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RESOLUTION NO.20031/370 RECOMMENDATION: Requesting the Board of Supervisors accept presentation made by Contra Costa Health Plan in celebration of its 30th Anniversary. BACKGROUND The County's experience with prepaid health systems began in 1973 when Contra Costa contracted with the California Department of Health Services to provide prepaid health care services to Medi-Cal ',recipients. In 1976, a special waiver from the federal government also allowed Medicare beneficiaries to enroll in the plan. In 1979, the prepaid health plan was established as a separate division within the newly organized Department of Health Services operating 'under its own Enterprise Fund and was renamed the Contra Costa Health Plan. In 1982, federal and state regulatory agencies approved expansion of the HMO service area to the entire County. In 1991, CCHP began offering specially designed plans for children and young adults and enrolling medically uninsured patients. With the advent of 'Medi-Cal managed care in Californiain 1997, membership more than doubled. Today, CCHP manages the care of 69,000 Contra Costa County residents, serving a broad spectrum including Medi,-Cal, Medicare,' Healthy Families, IHSS, county employees individuals, small businesses and others. In light of CCHP's longevity and success, they will be hosting a Health and Resource Fair on June 13, 2003 at the plan's site in Martinez. The Board of Supervisors''members are invited to attend. The plan has also developed a publication highlighting milestones. FISCAL IMPACT.
