NARROW and CLARIFY the mission of the Aviation Advisory Committee from the current broad array of all airport issues to focus on improving the economic viability and security of the airports. 2. RECONSTITUTEBY ATTRITION the membership of the Aviation Advisory Committee to nine members: one seat to be nominated by each of the district supervisors and four At Large members. Of the'nine members, one or more members shall represent each the ALUC, as required bylaw, and the local roundtable committees, if any, to facilitate communication between the AAC and the local roundtable committees on issues of mutual concern. The At Large seats should be appointed through the Internal Operations Committee's normal recruitment and nomination process for Countywide At Large seats. Every effort should be made to maintain a balance of interests between airport businesses/pilots and the surrounding<communities. A quorum shall consist of five members, three of which shall be district supervisor';appointees. The AAC would continue to report to the Board of Supervisors and be staffed by the Airports Manager. 3. DIRECT that the AAC should meet every other month or as needed. 4. DIRECT that the role of the officers of the AAC should be rotated annually. 5. RECOMMEND that the District III and District IV Supervisors consider establishing community roundtables'for each the Byron and Buchanan airports to meet, as needed, to identify and resolve airport noise problems through discussion and cooperation between members of the airport and residential communities, promote effective communication between the community and airport management, and advise the District Supervisors on airport issues affecting the local communities. 6. DIRECT that the Ad Hoc Airport Subcommittee, whose membership shall be the District III and 1V Supervisors'and whose jurisdiction shall be oversight of the preparation of the airport master plan and local airport issues, should'be continued until the master planning process is complete. In its oversight role, it is anticipated;that the Airport Subcommittee may convene meetings with stakeholders-in airport issues, as needed. 7. DIRECT the Internal Operations Committee to review the new model for civic participation in airport issues in one year. The IOC was specifically asked to determine if there is any potential duplication of effort or conflicts in missions between the two committees. The 2002 IOC began studying this issue and the issue was referred to the 2003 IOC for continued study. The IOC met and considered testimony on this matter on May 6,2002, September 15, 2002, March 3, 2003, and May 5, 2003. The IOC considered in its deliberations historical documents from the 1960s and `70s outlining the original purposes of the AAC, written and oral testimony from the AAC Chair and other representatives, and the results of a staff survey of California counties with airports comparable to Contra Costa County for the purpose of identifying possible models for civic participation in issues surrounding,County airports. Supervisor DeSaulnier also met privately with the AAC Chair to discuss ideas for how civic participation might be improved'. On May 5, the IOC received a proposal from Supervisor DeSaulnier based on a variation of the Ventura County concept for civic representation, which relies on multiple''advisory bodies for airport issues. Although Ventura County's governance structure is different from Contra Costa County, a similar committee structure could be applied in this county. Ventura County has, for example, separate authorities for each of its airports that make recommendations to the Board of Supervisors. In addition, it has a countywide commission that also makes recommendations tothe Board of Supervisors. The primary objective of the recommended changes is to clarify the mission and focus of the AAC, as requested, and shift issues that are in conflict or incompatible with airport activities from the advisory body to the policy makers, e.g. the Airport Subcommittee and the Board of Supervisors. A clear, congruent, and focused mission will allow the AAC to be much more effective and'helpful to the Board of Supervisors and the airports. One approach for the community roundtables discussed at the IOC meeting involved membership comprising the local airport tower chief or noise representative, neighboring"District representatives (a District II representative for Buchanan and a District V representative for Byron), and a balance of interests between airport businesses/pilots and the surrounding'communities. The:roundtables could be staffed by and report to the supervisorial district in which the airport is situated. Community roundtables'would allow a greater emphasis to be placed on the benefits 1 impact to the surrounding communities through representation and participation on roundtable committees that focus on local issues and advise the District supervisors directly on these issues. A community roundtable in District III would be responsive to an acknowledged need for additional community representation for the Byron Airport. It is'recommended that the transition between current AAC and the reconstituted seat definitions be achieved through attrition. The City of Pleasant Mill, City of Concord, Diablo Valley'College, and Contra Costa County Airports Business Association'have been notified of our committee's recommendations and the date of Board consideration. In the midst'of these discussions, Supervisor DeSaulnier also raised the question of whether a potential conflict of interest existed if airport'leaseholders'that are members of the AAC voted on fiscal or economic'issues related to the airport. Also attached is an opinion from the County Counsel on the limited situations in which advisory body members must recuse themselves on issues on personal financial interest. ADDENDUM\DUM 1 O ITEM D.2 June 10, 2003 The Board of Supervisors considered the recommendation by the Internal Operations Committee to implement anew model for civic participation in County airport issues, including changes to the current structure of the Aviation Advisory Committee. The Board discussed the matter and the following changes were requested to the recommendations: In regard to item##5 in the recommendations, Supervisor Uilkema requested that the fallowing statement be added adjacent impacted community of District II be included in the roundtable membership." Supervisor'Glover also requested that District V be included in the roundtable membership. Supervisor DeSaulnier requested to change the total position of the membership as mentioned in the recommendations from nine to eleven. One seat to be nominated by each of the district supervisors, four members to be nominated by the City of Pleasant Hill,Concord,Diablo Valley College and the Airport Business Pilots Group and two At-Large Members. Supervisor DeSaulnier advised of a change in the second paragraph should read"A quorum shall consist of 6 members. The AAC'would continue to report to the Board of Supervisors and be staffed by the Airports Managers." Supervisor Uilema requested that recommendation#3 the word"shall"replace"should". The chair then invited those who wished to address the Board. The following persons presented testimony: Patricia Howlett,3692 De Rosa Court,Concord; Russell Roe, 21.21 Walnut Street,Martinez; Hal Yeager, 89 Baylor Lane,Pleasant Hill; Don Mount, 1309 Gregg Lane, Concord. The chair then returned the matter to the Board for finther discussion. Supervisor DeSaulnier moved the recommendations as amended.
