Clark (421-357-8) in the amount of$59,640 for maintenance support, CalWIN consultation systems, documentation and training for the PEGASYS PLUS System for the period from July 1, 2003 through June 30, 2004, SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a contract with Mr. Robert C. Clary (#21-357-8) in the amount of$59,640 for maintenance support, CaIWIN consultation systems, documentation and training for the PEGASYS PLUS System for the period from July 1, 2003 through June 30, 2004. BACKGROUN& Mr. Clary, as a developer of PEGASYS, has assisted in its implementation and the resulting control of GA expenditures. Fallowing changes in General Assistance Department regulations and reporting,Mr. Clark will develop modules and modify programming as needed to respond to program and technical changes. He will retrieve and report data as required to meet EHSD reporting requirements. In his capacity as representative for PEGASYS, consultation with the CalWIN Conversion Team and other project staff is required to prepare for the conversion to the eighteen-county consortium automated system., CaIWIN. Direct contact with the CalWIN Conversion Team is required to discuss and determine required file layout and data mapping for CalWIN. As part of the contractual responsibility, he will continue to train the in- house programmer staff for the tape over of PEGASYS maintenance, support and operations. BACKGROUND- The ACYKGR ITNDThe Employment and Human Services Department (EHSD) provides support services to non-English speaking clients whose primary languages include Korean, Laotian, Tagalog, Russian, Farsi, Afghani, Vietnamese, and other languages. On-call oral and written translation services provide communication assistance to EHSD clients whose language needs cannot be met by staff. California Translation Service was selected from a competitive procurement, Request for Interest (RFI) #169 in July 2002 to provide translation and interpreter services. This contract provides supported communication necessary for services to clients and to meet California Department of Social Service civil rights requirements. California Translation Service provides translators for written and oral translation services on an as-needed basis Countywide, emergency situations out of County, hearings and appeal cases, and 24-hour, seven days per week telephone access to translation services for EHSD staff, including after-hours emergency staff. BACKGROUND: The interagency agreement with the Contra Costa County Office of Education (CCCOE) provides for line charges, technical support and Internet access for the EASTBAY Works One-Stop Career Centers in Contra Costa County and the City of Richmond. Telephone line charges and Internet access fees for the One-Stop Career Centers in the City of Richmond will be covered in this agreement with CCCOE and will be offset by cost sharing agreements with the City and other EASTBAY Works partners. BACKGROUND- During FY 2000/2001, Contra Costa County Office of Education (CCCOE), school districts, and Employment and Human Services Department (EHSD) implemented educational advocacy services for all foster youth in Contra Costa County including support services for foster youth in group homes. The program focuses on literacy, academic, and life skills promoting academic and personal achievement of foster youth in their homes and at school and assists youth to successfully emancipate from foster care. Services for FY 2003/2004 will further develop and expand countywide services to address the education of foster youth. EHSD funds approximately 21% of the overall program budget with additional funds allocated from the California Department of Education. Two full time Educational Liaisons will work closely with. EHSD Children and Family Services Bureau and Juvenile Probation to improve the educational accomplishments and opportunities for foster youth in Contra Costa County. Additionally, they will work jointly with EHSD to develop in-kind services and seek matching funds tside sources. RACKGR [Il_�D- Community Violence Solutions, collaborating with Employment and Human Services Department (EHSD), the District Attorney's Office, the Sheriff's Department, and local Law Enforcement Agencies (LEA) will operate the multidisciplinary Children's Interview Center (CIC). CIC provides forensic interviews and/or forensic exams to child victims of sexual abuse. Child Victim Advocates and therapists provide general family support, exam accompaniment, court accompaniment, crisis intervention counseling, follow-up and referrals. CIC provides skilled interviewers in a child-friendly setting and decreases the trauma children experience by minimizing the number of interviews a child experiences. Additionally, CIC intends to standardize evidence collection, offer supportive advocacy and follow-up, and increase the number of cases prosecuted.
