The contracts directly support three of the five community outcomes established in the Children's Report
Card: 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 4) "Families that are Safe,
Stable, and Nurturing'; and 5) "Communities that are Safe and Provide a High (duality of Life for Children
and Families."
BACKGROUND-
Domestic Violence (DV) Liaisons provide domestic violence case-specific consultation, guidance, and
support to EHSD Children and Family Services (CFS) staff, enhancing the collaboration between Children
and Family Services and other agencies addressing domestic violence and developing interventions which
include safety plans for family members affected by violence. Services include assistance with lethality
assessments, resource information, interface between CFS and other agencies, assist CFS staff on home
visits, ongoing CFS staff domestic violence training, develop protocols, procedures, training materials and
assessment tools for staff use, and serve on the Domestic Violence Workgroup and other committees.
Additionally, the DV Liaisons will develop and maintain a resource of domestic violence providers including
services for women, children, and perpetrators.
Mr. Steve Gray and Ms. Linda Ray will facilitate the Children and Family Services interfacing with agencies
that address domestic violence i and near Contra Costa County.

The Independent Living Skills and the Child Welfare Services Programs support all five of Contra Costa
County's outcome goals: "Children Ready for and Succeeding in School," "Children and Youth Healthy and
Preparing for Productive Adulthood,""Families that are Economically Self Sufficient,""Families that are Safe,
Stable and Nurturing"; and"Communities that are Safe and Provide a High Quality of Life for Children and
Families". By preparing foster children for emancipation through ILSP, foster children gain skills that lead to
self-sufficiency and improve opportunity for success in future endeavors.
RAACKGRO[TN\TI):
The Independent Living Skills Program(ILSP) is designed to prepare foster children age 16 and over for
emancipation and responsible adulthood. Services oltered through ILSP include daily living skills, money
management, career and educational planning, and housing assistance. The program is staffed with a full-time
Program Coordinator, an Assistant Coordinator, and other specialized staff who all work together to deliver a
diverse continuum of ILSP services. ILSP has already served more than 450 youth since July 2001 and has been
selected as a pilot for outcome measurement by the California Department of Social Services. The Employment
and Duman Services Department delivers ILSP services countywide, with on-site offices in Martinez (Central
County), Contra Costa College(West County) and Los Medanos College (East County). ILSP also offers
individualized services at homes and schools throughout the County.

Respite services support four of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families
that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families." Respite services may be used during times of crisis when a caregiver needs to be
away from home or when parents or relative caregivers must pursue other activities that temporarily take
them away from children whose special needs require ongoing care.
BACKGROITND
This contract will allow Family Support Services of the Bay Area (FSSBA) to continue respite services for
foster parents or relative caregivers of drug-exposed and medically fragile children with special needs
between the ages 0-5 years. The goal of the respite program under the State Heritage Project, Options for
Recovery Program, is to provide comprehensive, high quality in-home and out-of-home respite services to
support the relative caregivers and foster parents in their full-time role as caregivers. Although FSSB
supports foster caregivers throughout Contra Costa, most of these caregivers with drug-exposed children are
located primarily in Richmond (Nest) and Pittsburg (East). Respite services are available 24-hours a day,
seven days a week.

CHILDREN'S IMPACT STAIEENT•
This contract supports all five of Contra Costa County's community outcomes: 1) "Children Ready for and
Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families." By delivering
pregnant and parenting teens a combination of case management, supportive services, and assisting a high
school diploma or equivalent will increase independent living skills. Expected outcomes are increased
physical and emotional stability for the teen and children of the teen parent, increased opportunity for non-
subsidized employment and improved parental stress management.
RACK(�ROUNDs
The California Legislature established the Cal-Learn program with the passage of Senate Bill 35 and 1078
(Chapters 69 and 1252, Statutes of 1993). The statute required that each county submit, as a supplement to
its GAIN Plan, a plan to implement Cal-Learn. Contra Crista County implemented the Plan in August 1,
1994.
Cal-Learn is a program specifically designed to benefit pregnant and parenting teens. The purpose is to keep
those teens in school and assist them in obtaining a high school diploma or its equivalent. Services provided
by Contractor include case management, educational assessments, parenting assessments and child
development skills training, supportive services such as childcare and transportation, academic support and
referral services.
Funding for the Cal-Learn Program is part of the CaIWORKs Single Allocation and that portion of the
allocation is restricted to the funding of Cal-Learn.

assistance.

The Early Childhood Job Training Project (ECJTP) is designed to assist entry level limited English proficient
workers obtain the education and certifications needed to advance the Early Childhood Education field.
ECJTP services, which include college level preschool teacher training, bilingual tutoring, and employment
placement services, provide participants education and skills to obtain and retain employment, gain higher
wages and benefits thereby developing independence from the welfare system and self-sufficiency.
Catholic Charities will collaborate with the Contra Costa Community College, West Contra Costa Adult
School, and Careers with Children Training Program at the Balboa Head Start School in Richmond (a
program operated by Contra Costa County Office of Education Regional Occupational Program) to provide
Early Childhood Education and Child Development and receive student referrals for certification as Assistant
Teachers.
