SUBJECT: Agreement for Contract Analyst Support

I. RECOMMENDED) ACTION:
APPROVE and AUTHORIZE the Chief information Officer of Department of Information Technology or his designee to
execute on behalf of the County an agreement with Abolghasem Malekani to provide programming services in the amount of
$176,800.00 effective July 1,2003 through June 30,2004.
IL FINANCIAL IMPACT:
Funds are budgeted for this contract. DoIT will recover this contracts cost through Service bevel Agreement charges to the
Auditor,Assessor,and Treasurer/Tax Collector.
III. REASON FOR RECOMMENDATION AND BACKOROUN'Dw.
Mr. Abolghasem Malekani comes to us with a vast array of skills that have been vital to our conversion of the legacy Land
Information System to the relational Oracle/CICS environment. Prior years of recruiting did not produce an individual with the
skill set required to perform the duties as they relate to Land Information Systems. Now with the county wide hiring freeze,it is
imperative we beep the services of Mr.Malekani. Our legacy application requires an individual to have a unique set of skills,all
of which Mr.Malekani has. He also has a working knowledge of the architecture we are in the process of migrating our legacy
system to. He has years of experience in both CICS and SQL. Mr. Malekani is excellent at mentoring our DOIT staff and
transferring knowledge to other Land Information System analysts. He has extensive knowledge ofproduct tools supplied to us
by IBM. Mr.Malekani's extensive knowledge in all the areas of both new and old technology has assisted the team in devising
solutions to challenges that project has encountered. He is vital to the success and completion of this application.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this request is not approved, we will not be able to complete our conversion effort of the Land Information System to the
CICS/Oracle environment. This will have an extreme negative impact with the customer base that participates in the Land
Information System, This negative impacted will also be felt by our GIS application which we have been working with to
coordinate our efforts. Cost overruns will be inevitable,because of the skill level of the staff that will be required to take over the
task of Mr.Malekani,in addition to their current workload.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Gild Support Services Director, or designee, to execute a contract with Print
N Mail, Inc. in the amount of $215,000 to provide specialized mailing services for the period July 1, 2003
through June 30, 2004.
FINANCIAL IMPACT:
None. The cost of this contract is budgeted within the State's allocation to Child Support Services. There will
be no impact on the General Fuad.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Department of Child Support Services is empowered to enter into contracts with private organizations, as
necessary,to carry out the responsibilities unposed by the State plan for securing support for children and
families.
The department wishes to continue to contract with Print N Mail to provide specialized mailing services at a
lower cost to the department than could be provided by the County's Central Service Department and
Department of information Technology for special printings, inserts, and mailing required as part of the child
support services provided by the department.
CONSEQUENCES OF NEGATIVE ACTION.
Failure to approve this request would restrict the Department of Child Support Services' ability to collect child
support for the children of Contra Costa County.

RECOMMENDATIONS.
APPROVE and AUTHORIZE the Child Support Services Director, or designee, to execute a contract with
Joseph T. Macias in the amount of$110,000.00 to provide continuing telephony administrative support for the
period July 1, 2403 through rune 30, 2044.
FINANCIAL IMPACT:
None. The cost of this contract is budgeted within the State's allocation to Child Support Services. There will
be no impact on the General Fund.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Department of Child Support Services is empowered to enter into contracts with individuals, as necessary,
to carry out the responsibilities imposed by the State plan for securing support for children and families.
In order to meet the state-mandated guidelines for customer service, the department has a need for a telephony
administrator who will provide continued administration, in-house support and development of the various
telephone communications systems within the department, as well as interfacing with the County
telecommunications staff.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve this request would restrict the Department of Child Support Services ability to collect child
support for the children of Contra Costa County.

SUBJECT: Lab Carps Purchase Order
SPECIFIC REQUEST(S)OR RECOMMENDATIONS&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent to issue a Purchase Order amendment to Laboratory
Corporation of America, AKA LabCorp, to increase the payment limit by $10,000 to a new payment limit of
$130,000 to provide paternity testing services to the Department of Child Support Services through June 30,
2003.
FINANCIAL U1 PACT:
The cost of this contract is budgeted within the State's allocation to Child Support Services. There will be no
impact on the General Fund.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
The current Purchase Order with LabCorp was for the period July 1, 2001 through June 30, 2003, in the amount
of$120,000. Actual expenses have exceeded our original estimates and this amendment will cover anticipated
expenses through the terns of the Purchase Order, June 30, 2003,
CONSEQUENCES OF NEGATIVE ACTION:
Paternity testing is a cornerstone of child support collection. Failure to approve this request would restrict the
Department of Child Support Services ability to collect child support for the children of Contra Costa County.

FINANCIAL IMPACT:
$276,679: Older Americans Act, Title III-E Family Caregiver Support Program, 100% Federal
BACKGROUND:
The above agencies were selected through Request for Proposals # 1062 to provide a wide range of services
under the Family Caregiver Support Program. The Family Caregiver Support Program is a program funded
by Title III-E to provide supportive services to older adults and their caregivers and families. Services
include respite, educational training, medical assistance and education, legal counseling and referral services.
This Board order will authorize Employment and Human Services Department to continue services under the
Family Caregiver Support Program provided by these agencies.
