BACKGROUND: The Workforce Development Board (WDB) was created pursuant to the federal Workforce Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment Board and its predecessor, the Contra Costa County Private Industry Council, by June 30, 2000. The WDB has responsibility for overall workforce investment policy, a workforce development plan and oversight of the One-Stop Career Center system. Under the Workforce investment Act, the "Chief Elected Official" (County Board of Supervisors) is designated as the appointing authority for membership on the WDB. The WDB has 37 seats and 35 members (two Members serve in a dual-capacity). The Internal Operations Committee (IOC) screens all WDB nominations.
