BACKGROUND:
The Load and Grant Review Panel was established in 1977 to evaluate and approve
housing rehabilitation grants and loans upon recommendation of the Building Inspection
Department. The Panel is made up of five members, at least three of which should be
knowledgeable about housing and financing. The Internal Operations Committee reviews
nominations to all seats on the Panel. All seats are currently vacant.
The Internal Operations Committee, at its June 2, 2003 meeting, reviewed and approved the
nomination of Ms. Farias and now proffers this recommendation to the Board of
Supervisors.

This memorandum is to recommend Anama.rie Avila Farias be appointed
to the Community Development Rehabilitation Loan Review Panel for
a period of two years beginning January 1, 2003 . Her term would
expire December 31, 2004 .
Ms . Avila Farias has given her verbal commitment for appointment.
She meets the finance and housing representative eligibility
criteria of the Loan Review Panel . I am attaching a copy of her

The Neighborhood Preservation Program staff and the Loan Review
Panel have a good working relationship and we see no reason why

BACKGROUND:
The Workforce Development Board (WDB) was created pursuant to the federal Workforce
Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment
Board and its predecessor, the Contra Costa County Private Industry Council, by June 30,
2000. The WDB has responsibility for overall workforce investment policy, a workforce
development plan and oversight of the One-Stop Career Center system. Under the
Workforce investment Act, the "Chief Elected Official" (County Board of Supervisors) is
designated as the appointing authority for membership on the WDB. The WDB has 37 seats
and 35 members (two Members serve in a dual-capacity). The Internal Operations Committee
(IOC) screens all WDB nominations.
The IOC, at its June 2, 2003 meeting, reviewed and approved the nominations to appoint the
individual's above, and recommends to the Board of Supervisors their appointment.
