DISTRICT III SEAT VACANT RESOLUTION NO. 2003/ 374
SUBJECT. Approve and Grant the Authority to the Public Works Director to approve the full
closure of portion of Dougherty Road between the Bollinger Canyon Road loop for
a continuous period of four weeks to commence and terminate between June 23,
2003 and August 29,2003,24 hours per day, for the purpose of the constructing the
realigned Dougherty Road connection to Bollinger Canyon Road(south),in the San
Ramon(Dougherty Valley) area. (District III)

The start of the road closure is not a fixed date because Dougherty Road cannot be closed
until the opening of the two easterly lanes of new Bollinger Canyon Road, which will provide a
detour route for public traffic during the road closure.
The reason Dougherty Road must be closed completely for a period of four weeks is because
the design of the new realigned Dougherty Road Connector requires the placement of fill and a
keyway. The construction of the fill and keyway prevents use of the road by public traffic until the
fill can be completed and the new pavement is installed.

SUBJECT: Approve and Grant the Authority to the Public Works Director to approve the full
closure of a portion of Dougherty Road between the Bollinger Canyon Road loop for
a continuous period of four weeks to commence and terminate between June 23,
2003 and August 29,2403,24 hours per day,for the purpose of the constructing the

IT IS BY THE BOARD RESOLVED that permission is granted to Lennar Communities
(Windemere BLC Land Company,L.L.C.)to fully close Dougherty Road between Bollinger Canyon
Road and the new connection to the ultimate Dougherty Road(see Exhibit A),except for emergency
traffic, for a continuous period of four weeks to commence and terminate between June 23, 2003
and August 29,2003,24 hours per day, subject to the following conditions:
1. Traffic will be detoured via Bollinger Canyon Road per plan approved by the Public Works
Department.
2. All signing to be in accordance with the State of California Manual of Traffic Controls.
3. Lennar Communities shall comply with the requirements of the Ordinance Code of Contra
Costa County.
4. Have on file with the County Public Works Department at the Application and Permit Center
a Certificate of Insurance in the amount of$1,000,000 for Comprehensive General Public
Liability which names the County as an additional insured.
5. Obtain approval for the closure from the Sheriff s Department,the California Highway Patrol
and the Fire District.
