SHIU, CHIEF ENGINEER DATE: JUNE 10, 2003 SUBJECT: Agreements with U.S.Army Corps of Engineers(ALOE)to perform a General Re-evaluation Report for the Lower Walnut Creek Project Restoration. (Districts lI&IV) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Chief Engineer, or designee of the Contra Costa County Flood Control and Water Conservation District to execute the Project Management Plan and Cost Share Agreement with the ALOE to produce a General Re-evaluation Report for the Lower Walnut Creek Restoration Project. (Martinez,Pleasant Hill, Concord area) (District H&IV) II. Fiscal Impact: There is no fiscal impact to the General Fund. Entering into these agreements will obligate Flood Control Zone 313 to an estimated$1,815,000 over the next two to three years to finance the local share ofthe General Re-evaluation Report. Reasonsfor Recommendations and BackLyroand: The District plans to support the ALOE effort to perform a General Reevaluation Report (Report) for the Lower Walnut Creek Restoration Project. Accumulation of sediment in the lower reaches of Walnut Creek Channel has caused a reduction in the level of flood protection available in the channel. Removal of the silt is extremely problematic due to new regulatory guidelines and specifically concerns to endangered and listed species. The ALOE will study alternative methods ofregaining the original level of flood protection combined with maximizing restoration opportunities in the channel. The Report will also determine federal interest in participating financially in the construction of flood control improvements and has a 50150 cost share requirement between the local sponsor and the ACME to fund the study. IV. Consequences of Negative Action: If the District does not process the Agreements the General Re-evaluation Report will be delayed and federal financial participation may be lost. 2
