SUBJECT: Donation of Confined Space Equipment
SPECIFIC REQUEST(5)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Chair, Board of Supervisors, to accept a donation of Confined Space
equipment totaling approximately$60,000 from the East County Confined Space Project on behalf of the Contra
Costa County Fire Protection District.
FINANCIAL- IMPACT:
The value of equipment being donated is approximately$60,000.
BACKGROUND/REASONS FOR RECOMMENDATION:
The East County Confined Space Project consists of following public and private agencies: Delta Diablo
Sanitation District„ City of Pittsburg, City of Antioch, Diablo Water District, Contra Costa Water District, Mirant
California, GWFPower Systems, Dow Chemical, USS Posco, Calpine Delta Power Plants, Home Depot
(Pittsburg store)'and our Contra Costa County Fire Protection District. The Delta Diablo Sanitation District
along with the cities of Pittsburg and Antioch spearheaded the project with the purpose of bringing a confined
space rescue capability to East Contra Costa County.
Confined space involves the rescue of people in enclosed, restrained areas where movement is limited such as
sewer systems, underground pipes and tunnels. The Fire District has a confined space team at Station I in
Walnut Creek in Central Contra Costa County. With the addition of the donated equipment, the Fire District will
now have a second confined space team in East Contra Costa County; the equipment will be stored at Station
82 in Antioch and crew at Station 87 in Pittsburg is also trained to provide a 6-member team (two 3-person
crews). Station'1 in Walnut Creek consists of two 3-person crews for its 6-member team.

The donated equipment includes a trailer to haul and store specialized confined space equipment, air system,
communications system (hard wire), ventilation system, air monitoring system, rope system and lowering
device. The agencies in East County Confined Space Project provided money for acquiring the equipment or
the equipment itself, while the Fire District is providing a tow vehicle for the donated trailer and certain
firefighters trained in confined space techniques.
This second confined space team will provide for more timely responses in case of confined space rescues in
East Contra Costa County. This project exemplifies what can be achieved in cooperation between industry and
the public sector.
