FISCAL IMPACT: Approval of this agreement by the State will result in an amount not to exceed $418,040 of State funding for the Trauma Care Fund Proect, No County funds are required. BAC gROITI TREASON FOR RECO "ATION S : Assembly Bill 4301 approved by the Governor in August 2001 established the State Trauma Care Fund to fund trauma services provided by designated trauma centers and for trauma planning in those counties without established trauma centers. The Trauma Care Funds are to be distributed to counties with approved trauma systems proportionately based upon the dumber of trauma center patients contained in those counties trauma registries (not including patients released from the Emergency Department). AB 430 further provides that the funds must be distributed to designated trauma centers within the County except that the County may retain one percent (1%) for administrative costs. On January 14, 2003, the Board of Supervisors approved Standard Agreement #28-305-2 for the period from. July 1, 2002 through June 30, 2003, for distribution of the State's Trauma Care Fund. Contra Costa County's proportionate share was expected to be $440,448. The State EMS Authority has determined, that based on the actual number of trauma patients treated in County's Trauma Centers,County's proportionate share is actually$418,040. Approval of Standard Agreement #28-305--3 will make corrections to the Contract Payment Limit, and continues State funding through June 30,2003. Five sealed/certified copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State. County SUBJECT: Contract Amendment with Buck Consultants, Inc. for Retirement Study SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: AUTHORIZE the Director of Human Resources to execute a contact amendment agreement with Buck Consultants, Inc. for the purpose of increasing the payment limit from $100,000 to $129,000 for the Study and Analysis of Retirement Benefit Improvements Contract. BACKGROUND: As a result of Senate Bill 796 and Assembly Bill 1071 of Assembly Bill 1037, each County may enact the retirement benefit enhancement changes for implementing a new formula providing for 3% at 55 for safety members and 2% at 55 for miscellaneous members. In order to assess the feasibility of offering the enhanced retirement benefit, the law required that the County arrange for an independent review of the Contra Costa County Employee Retirement Association actuary assumptions and costs. A contract with Buck Consultants, Inc. was authorized to provide the County with various projected actuarial costing scenarios for the purpose of obtaining possible alternatives for consideration. Due to the additional costing analysis requested by the County, the additional fees exceeded the original scope and limit of the study, therefore requiring the payment limit to be increased. FISCAL IMPACT: The costs for providing the Retirement Study will be funded by the Health Plan Administration Fund. MHA will bring its extensive experience in planning,public participation, and preparation of legally defensible EIR's to the County to meet the legal, community, and procedural needs for a sound, thorough, environmental analysis. . The Department chose Atm and Associates because of the wide range of services and competitive pricing the firm provides(the firm was the second lowest among the five responsive proposals). The current contract with Attri and Associates has an effective term or May 16, 2002 to April 30, 2003 in the amount of $75,000. The proposed contract will be for the period May 1, 20€33 to April 30, 2004. The services will cost the Department $50 per hour and will not exceed $60,000. The Department continues to need outside plan review services to augment internal expertise. Since the need for services is not constant, Attri and Associates has been retained to provide plan review services on an intermittent basis. In addition to the use of outside firms, the Department has in the last three years utilized other strategies to address the increase in demand. For example, three new Structural Engineer positions were created within the last three years. The Department is renowned in the Building industry for the speed with which building plans are approved'. The Department therefore intends to continue to utilize the services of Attri and Associates on an as needed basis as part of the Department's strategy to provide plan check services in a timely fashion. Specific Request(S)or Recommendation(S)&Background and Justification RECOMMENDATIONIS): APPROVE and AUTHORIZE the General Services Director or designee to execute a contract amendment with Guardian Security Agency in the amount of $46,000 for a new contract paymentlimit of $210,320 and to extend the contract period from December 31, 2002 to December 31, 2003 for the provision of contracted security guard services for the Community Services Department's childcare sites. FINANCIAL IMPACT: This contract is State funded through State Child Development funds. Funding is included in the Community Services Department's FY 2042-03 Budget. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR REC+t MMENDATIONSIBACKGROUND: Subsequent to a bid process completed by the General Services Department, the Board of Supervisors, on December 19, 2000 approved a contract (Purchase Order #93388) with Guardian Security for a payment limit of$82,160 per year for a two year period beginning January 2, 2001 through December 31, 2002, total payment not to exceed $164,320. The General Services Department has approved an extension of this pre-existing contract (Purchase Order #93388) without outreach (bidding process) due to original outreach process and provisions in the original contract for extending through December 31, 2003. Contractor in good faith has continued to provide services since December 31, 2002. Approval of this request will allow for payment to the Contactor for services provided since December 31, 2002. Approval will also provide for continued security guard services to the Community Services Department through December 31, 2003 utilizing one guard instead of the two guards previously utilized.
