Rupf, Sheriff 0 Costa DATE: April 1, 2003 County SUBJECT: Inmate Telephone Services eo?o SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION 1. RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or his designee, to execute, on behalf of the County, a five-year Contract with A.T.&T. to provide telephone services (collect calls only) to inmates at the County adult detention facilities for the period of July 1, 2003 through June 30, 2008. II. FINANCIAL IMPACT: NONE. This Contract provides revenue to the Inmate Welfare Fund, with no General Fund or InmateWellare Fund expenditures. The commission rate on gross telephone billings (i.e., total gross amount charged to billing party without deduction for repairs, maintenance, fraud, bad debt, uncollectable calls, or unbillable calls) is 52.8%. A $75,000 signing bonus also applies. Ill. BACKGROUND: Under the terms of the Contract, the Sheriff retains ultimate and ongoing control over the operation of telephone services to inmates including the rates charged for all types of calls. This Contract was competitively bid by General Services Department and the proposal received from A.T.& T. was evaluated as being the most responsive and most favorable to the County and to inmate families. The A.T.& T. proposal provides sufficient anticipated revenue to support the various Inmate Welfare Fund programs while simultaneously reducing existing telephone rates by approximately 101% overall. This Contract allows for an extension for two additional periods of one year each at the sole discretion of the County. IV. CONSEQUENCES OF NEGATIVE ACTION: The contract with the incumbent provider expires on June 30, 2003. If this contract is not not approved, the inmates at the County adult detention facilities will not be able to contact family and friends via telephone causing unnecessary anxiety and stress. Rupf, Sheriff Costa DATE: April 23, 2003 p Y County SUBJECT: 2003 Homeland Security Grant Application � I SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION L RECOMMENDATION: ACKNOWLEDGE that federal funding via the State of California has been made available to local jurisdictions and that pursuant to the grant requirements, the Contra Costa County Anti-Terrorism Approval Body has been designated. ADOPT Resolution #2003/206 authorizing the Sheriff, or his designee, to execute grant documents on behalf of the Contra Costa County Anti-Terrorism Approval Body providing funding in an amount not to exceed $952,806 for the period ending October 31, 2004. II. FINANCIAL IMPACT: NONE. There are no cost-share or match requirements associated with this funding. III. BACKGROUND: On March 10, 2003, the federal Department of Homeland Security announced California will receive $45 million in new funding for FY03 to meet the goals articulated in the original Office of Homeland Security budget document released by the White House. That document encouraged regional cooperation between first responders defined in the White House plan including police, fire and emergency medical personnel. It provides for the development of plans from the ground up, i.e. locals developing coordinated spending strategy to meet their unique needs and circumstances. It requires development of operational area plans for equipment, training and planning for potential terrorist attacks. This pian enables a broad sector of emergency planners and emergency managers to define the needs and resources needed to combat terrorism. The $45 million allocated to California is earmarked as follows: $31.6 million to purchase specified equipment, $7.9 million for exercises, $2.37 million for training and $3.1 million for planning. Contra Costa County's share of this funding is $952,806. The grant specifies distribution to local disciplines in accordance with the following percentages: Fire Service 20%, $190,561.20; Police Service 20%, $190,561.20; Emergency Medical Service 20%, $190,561.20; and Discretionary 40%, $381,122.40. Categorical uses of that funding for equipment, exercises and planning are also specified. Funding allocations in the CSBG 2003 contract are reflective of the number of persons living in households that have an income at or below the poverty level in each area served by CSBG Community Service Providers. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Contra Costa County Community Services Department is the largest childcare provider in the County. Since 1994, the Community Services Department has contracted with the Contra Costa Community College District to administer and operate the District's State Preschool program. This Full-day State Preschool Program provides full-day preschool services to low-income children across Contra Costa County. State Legislature has budgeted additional funds for Child Care and Development programs to compensate for the higher costs associated with these programs. Approval of this amendment will allow these additional funds to be applied to the Community Services Department's Full-day State Preschool Program. BACKGROUND- Since 1976 the Area Agency on Aging has been providing services for older residents of the County under the Older Americans and Older Californians Act(s). The State Department of Aging Standard Agreement, Title V, Senior Community Services Employment Program funds provide for temporary part-time employment of low income individuals age 55 years and over. The FY 2002/2003 funding decrease of$288 and budget adjustments are due to a reduction in State funds for this program. This revenue agreement will allow Employment and Human Services to identify and receive reimbursement for up to $195,000 in childcare costs of the CaIWORKs participants enrolled at the District colleges FY 2002/2003. Approve and authorize the Health Services Director, or his designee (Donna M. Wigand, LCSW) to submit the Federal SAMHSA Grant Renewal Application #29-472-12 to the State Department of Mental Health, for $1,573,454 in Federal SAMHSA Grant Funds, for the period from July 1, 2002 through June 30, 2003, to continue Federal Grant-funded mental health services. B. Authorize the Health Services Director, or his designee (Donna M. Wigand, LCSW) to execute, on behalf of the County, the following application documents: Assurance of Compliance with Public Law 102-321; and Certifications (regarding lobbying, salary rate cap, drug free work environment; debarment, suspension ineligibility and voluntary exclusion; and environmental tobacco smoke) . C. Authorize the Health Services Director, or his designee (Donna M. Wigand, LCSW) to make minor changes in said Application, as may be requested by the State, to maintain compliance with State and Federal requirements. FISCAL IMPACT: The SAMHSA Grant Renewal Application describes service program changes which are necessary for the County to remain eligible to continue to receive this $1,496,470 Federal Grant Allocation, and presents a plan and detailed provider budgets for use of these funds. No County matching funds are required. BACKGROUND/REASON(S) FOR RSCOMSI<ENDATION(S) : The FY 2002-2003 SAMHSA Grant Renewal Application was reviewed and recommended for approval by the County's Mental Health Commission at its meeting on October 24, 2002. The Federal "Substance Abuse and Mental Health Services Administration" (SAMHSA) Grant Program utilizes the Federal Grant funds for integrated systems of care to serve the target populations of adults and older adults who are seriously and persistently mentally ill and seriously emotionally disturbed (SED) children and youth. While approval of this document does not obligate the County to make any expenditures, submission and approval by the State are required in order for the County to receive these Federal Grant Funds from the State in FY 2002-2003. In order to meet the deadline for submission, the document has been forwarded to the State, but subject. to Board approval. Three certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit.
