REASONS FOR RECOMMENDATION AND BACKGROUND: The GPS will be used to survey road right-of-way inventory and collect inventory condition assessment. The inventory information obtained with the GPS can be used with the Maintenance Division's maintenance management database for operations planning, and to meet the financial reporting requirements of GASB34. The GPS information can also be used with the County's existing Graphical Information System (GIS) application. IV. SHIU, PUBLIC WORKS DIRECTOR DATE: May 6, 2003 SUBJECT: APPROVE and AUTHORIZE the Public Works Director, or designee, to Execute an Amendment for Miscellaneous Soils Analysis Services between the County of Contra Costa and Jonas& Associates, Inc., for County-Wide Projects (All Districts) SPECIFIC REQUEST(s)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION 1. Recommended Acfion: APPROVE and AUTHORIZE the Public Works Director, or designee, to execute, on behalf of Contra Costa County an amendment for various services in connection with soil investigation matters with Jonas & Associates, Inc., in the amount of$50,000 for a new maximum payment limit of $150,000 and extending the completion date from February 13, 2003 to February 29, 2005 for County-wide projects. II. Fiscal lmoact: Payments under this contract are charged directly to various road, flood control and other projects that require consulting services on an "as needed" basis. No general funds will be required I'll. Reasons for Recommendations and Background: Jonas & Associates is a Small Business Enterprise environmental firm, which the county has used to provide soils investigations and analysis for the presence of hazardous materials. In order to conserve time and reduce paperwork, a single "standing" Consulting Services Agreement with a $50,000 limit was initially approved. Staff requested an amendment for an additional $50,000. County,staff wishes to continue to use this firm because of its quick response time and reliable performance and therefore, requests approval of this amendment for future services as needed. IV. Consequences of Negative Action: Negative action will result in an incomplete assessment of property and possibly substantial financial risks associated with conte ion problems. FISCAL IMPACT: The estimated project costs for the 1-80 Bike Corridor Drainage Inlet Grates Retrofit Project is $30,000, State Transportation Improvement Program (STIP)Grants(100%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The I-80 Corridor begins from the Hercules Transit Center and extends to the Del Norte BART Station in El Cerrito. The drainage inlets along the I-80 Bike Corridor are in need of repair or replacement in order for them to be bicycle friendly. The purpose of this project is to retrofit, repair, and/or replace existing storm drain grates to bring them up to Caltrans standards.
