CHILDREN'SDjPACT STATEMENT-
Dedicated group home services support four of the five Contra Costa County Community Outcomes:
"Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive
Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a
High Quality of Life for Children and Families." Children placed in this dedicated group home receive short-
term assessment and intensive residential and day treatment in a safe, structured environment. Meanwhile,
Employment and Human Services and FamiliesFirst work toward longer-terra placement in less restrictive
settings or family reunification wherever possible.
RACKGi2lUNDo
FamiliesFirst, Inc. operates the Rose Manning Youth Shelter, a six-bed, 24-hour coed residential treatment
and assessment facility serving the entire county. The shelter offers intensive Residential Care Level 14
group home services for severely emotionally disturbed children in short-term placements, generally of 90
days or less. Children placed in the shelter receive a broad spectrum of intensive, individualized and group
treatments for emotional and behavioral issues, which include addressing the effects of prior physical,
emotional and sexual abuse. An ongrounds school and day treatment program meets the children's
individualized educational needs.
These local treatment and assessment services help to reduce out-of-county placements and facilitate family
therapy for children for whom reunification is possible; they also allow Employment and Human Services to
find the best possible long-term placement options for those who require c n oing residential treatment.

Bay to conduct a caregiver needs assessment in the Laotian, Russian, Afghan, African-
American and Vietnamese communities, with a payment limit of$35,000 for the period April

RECOMMENDED ACTION.
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract (#40-184-0) with Jewish Family and Children's Services of the East Bay to conduct a caregiver
needs assessment in the Laotian, Russian, Afghan, African-American and Vietnamese communities, with a
payment limit of$35,000 for the period April 1, 2003 through June 30, 2003.

$35,000: 100% Older American's Act Title III-E. No county cost.

Jewish Family',and Children's Services of the East Bay (JFCS) is a non-profit agency that serves people of all
backgrounds and ethncities and employs multilingual, multicultural staff that offer services in 9 languages to
people from more than 30 countries. JFCS will conduct a caregiver needs assessment in the Laotian, Russian,
Afghan, African-American and Vietnamese communities, under the Title III-E Caregiver Provider Ethnic
Diversity Program. The goals of the caregiver needs assessment are to identify appropriate training topics to
caregivers, to assess culturally-bound ideas about caring for aging family members that will impact the
effectiveness of the caregiver training, and to determine the best methods for delivering education to
caregivers from these target communities. Upon conclusion of the needs assessment, JFCS will compile the
results and develop recommendations for culturally appropriate caregiver training curricula that would meet
the needs of each ethnic group.
Expected cost of this project is $39,205. Older American's Act Title III-E funds in the amount of$35,000
will partly fund this project. JFCS will put up a cash match for the balance of approximately $4,205.

CHIT RFNIS IMPACT RTATRMENT"
This contractssupports the following Children's Report Card community outcomes: (3) "Families that are
Safe, Stable and Nurturing", (4) Families that are Economically Self Sufficient, and (5) Communities that are
Safe and Provide a High Quality of Life for Children and.Families" by assisting CalWORKs participants
with transportation needs to secure and maintain unsubsidized employment.
The Welfare-to-Work Transportation Plan was designed by the Transportation Alliance to address overall
county transportation issues. including job development in transportation services and the unmet transportation
needs of CalWORKs families. The plan presented recommendations for wide ranging program(s)development
and implementation.
Mr. Flamand will provide operational support in the management of EHSD transportation programs and
services. He wilt have two primary responsibilities,to serve as loan coordinator for the continued development
and operation of the auto loan program for CalWORKs recipients and to serve as a liaison to the contractor's
dispatch center for the Demand Response Transportation Services Program.
The complexity of transportation programs requires specialized staffing with expertise in program
implementation, program design,transportation and personal skills to monitor and manage diverse programs
and serve diverse populations.

In January 1999,the Welfare-to-Work Transportation Plan was developed by the Transportation Alliance to
address overall County transportation issues including,job development in transportation services and the
unmet transportation needs related to childcare for children of CaIWORKs recipients. The Plan presented
recommendations for wide ranging program(s)development and implementation. The Welfare-to-Work
Transportation Plan explored and recommended expansion of the CaIWORKs transportation programs and to
seek additional funding streams to expand services to other low income populations.
Mr. Branson is the EHSD liaison representative to regional and local transportation planning meetings to seek
multi-county solutions to the transportation barriers for CaIWORKs and low income populations . Mr. Branson
will seek and develop additional funding,streams and encourage community involvement to facilitate the
planning and implementation of innovative transportation programs.

CHILDREN'S IMPACT STATFAIENT-
The contract supports two of Contra Costa County's community outcomes: (1) "Families that are
Economically Self Sufficient" and (4) "Families that are Safe, Stable and Nurturing". Consumer
education and money management services will assist families in establishing a plan to meet living
expenses and monthly obligations, thereby, reducing stress on the family unit.
RA CKGRO1 IND-
Consumer Credit Counseling Service of the East Bay developed and implemented a successful program
in Contra Costa County to address the money management needs of CalWORKs participants. The
agency provides counseling and debt management services emphasizing the need for money
management education to "break the cycle"of financial hopelessness.
The Employment and Human Services Department recognizes the need for these services and seeks to
continue the money management educational program. Personal financial difficulty can impede a
CalWORKs participant's ability to retain long-term employment and housing. Consumer Credit
Counseling Service of the East Bay has 35 years of experience providing financial counseling and debt
management to the low-income population. The program assists CaIWORKs participants to develop an
action plan to meet living expenses and enables them to establish and accomplish financial goals.
