BACKGROUND!
Network of Care for Seniors and People with Disabilities (Network)is a comprehensive, community-based
Website created to improve and coordinate long-term care services for seniors and people with disabilities in
Contra Costa County. Network was sponsored by a State of California innovation grant in partnership with the
county governments, was launched in August of 2001 and has developed rapidly, with plans to serve the entire
State by the end of 2003. The success of Network has led to requests from the State of California and several
counties to develop similar sites for mental health, children at risk, domestic violence and substance abuse.

Overview:
Network of Care(www.contracosta.networkofcare.org)is a
comprehensive,community-based Web site created to improve and
better coordinate long-term care services for the 170,000 seniors and
people with disabilities in C o itr,�i Costa County.
Background: Network of Care for Seniors and People with Disabilities, sponsored
by a State of California innovation grant in partnership with county
governments,was launched in August 2001 and has spread rapidly,
with plans to serve the entire state by the end of 2003.The success of
that project at the county level has also led to requests from the State of

1.What is Network of Care?
Network of Care(www.contracosta.networkofeare.org)is a comprehensive,community-based
Web site created to improve and better coordinate long-term care services for the more than
170,000 seniors and people with disabilities in Contra Costa County.
2.How was Network of Care created?
In July 2000,Gov. Gray Davis and the California Legislature set aside grant money for
organizations to develop creative solutions to, among other things,help their constituents"age in
place"—making greater use of those services that enable them to remain in their own homes and
communities for as long as possible. Alameda and Sacramento counties, in a public/private
venture with Trilogy Integrated Resources and Local Communities Network, submitted a grant
proposal to develop the Network of Care project.The California Department of Aging awarded
the project a long-term care innovation grant, and the 17-month demonstration began Feb. 15,
2001.The project was publicly launched in Sacramento County on Aug. 13,2001. Since then,
numerous other California counties have collaborated with Trilogy Integrated Resources LLC,the
leading information provider in the field of aging and disabilities, to develop Network of Care
sites across the state. Plans are in place for Network of Care to serve the entire population of
California by the end of 2003.
3. Who runs Network of Care?
Contra Costa County's Network of Care Web site is sponsored by tile Employment and Human
Services Department and is a free service to all the citizens and organizations in the county. It is
built,operated and maintained by Trilogy Integrated Resources LLC(www.trilogyir.com).
4.Where is Network of Care's headquarters?
Network of Care is headquartered at the Trilogy Integrated Resources LLC offices in San Rafael,
Calif.
5.Will Network of Care expand to other California counties?
There is considerable demand for the various aspects of Network of Care throughout the state and
nation. Network of Care continues to develop Web sites for Seniors and People with Disabilities,
Kids and Mental Health in numerous California counties, including Los Angeles,Butte,Contra
Costa,Kings, Monterey, San Diego and others.
6.How often is Network of Care's content updated?
Network of Care's various channels are updated on specific schedules.For example,the bill
information in the Legislate section is updated daily. The articles in the Library are constantly
reviewed to ensure accuracy,and new articles are added frequently. The database in the Resource
Finder is updated monthly, while the Assistive Devices database is updated quarterly to provide
the latest information.
7.What does Network of Care offer that other Web sites don't?
Network of Care offers a vast array of services and information for seniors,people with
disabilities, caregivers and service providers.It was designed specifically to improve access to
services in Contra Costa County. It strives to be accessible to those with limited computer or Web
experience,those with limited English,those with limited finances and those with physical
disabilities.Network.of Care offers all services free of charge in one custom-built,user-friendly
package.
8.What is the accessibility level of these sites?
Network of Care is available in a text-only version that is Bobby-approved and fully ADA-
compliant(Level 3).The tent-only version is designed to be fully accessible to users with visual
impairment and those who use computer screen-reader programs.Network of Care also will be
available in Contra Costa County in Spanish, Chinese, Korean,Tagolie and Russian.
9. How can you ensure that seniors will use a service like this?How will you encourage
seniors to use the resource?
We know that of all Internet users, 17 percent are seniors, and seniors are the fastest-growing user
group on the Web.Almost all projections show that the percentage of seniors using the Web will
continue to increase,making the Internet an almost universal tool for that population group.In
response to that,Contra Costs County is positioning itself with this information tool so it's ready
to serve the senior population,now and in the future.
Also,to make our services better known to seniors,we provide training to anyone who wants to
offer Network of Care workshops at Contra Costa County senior centers.
10.What security measures do you use to keep confidential information secure in the My
Record'section?
We use the highest form of VeriSign security: 128-bit Secure Socket Layer encryption.This
system is basically hacker-proof.
