SPECIFIC REQUEST(S)'OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION`. (1) APPROVE the allocation of $370,000 in FY 2002/03 Housing Opportunities for Persons with AIDS ('HOPWA) funds for the Bay View Community project, and (2) AUTHORIZE the Deputy Director- Redevelopment, or his designee, to enter into the required legal documents for this purpose. FINANCIAL IMPACT: No General Fuad impact. HOPWA funds are allocated to local jurisdictions by formula, through the U.S. Department of Housing and Urban Development (HUD). BACKGROUND: The City of Oakland is granted HOPWA funds annually for Alameda and Contra Costa County. Oakland distributes the funds to Contra Costa on a formula basis. The County administers these funds on behalf of the Contra Costa Urban County and the other five HUD entitlement jurisdictions. (The Urban County includes the unincorporated County and all jurisdictions except the entitlement jurisdictions — Antioch, Concord, Pittsburg, Richmond and Walnut Creek). This funding recommendation is for FY 2002 funds. The purpose of the Bay View Community project is to increase the supply of multifamily rental housing affordable to and occupied by extremely low, very law, and low income families, including those with HIV/AIDS in Bay Point/East County. The Bay View apartment project is one component of a larger mixed-use and mixed-income development. The community plan includes 69 single-family homes, 51 apartments, a child-care facility and commercial space. Five apartments,including 4 one-bedroom units and one two-bedroom unit will be reserved for people with HIV/AIDS. Resources for Community Development (RCD) is the developer of the multifamily rental component of the project. In accordance with HOPWA regulations, RCD will refer Bay View residents to the appropriate services to assist them in maintaining a stable living situation. Services will be provided through community-based and government agencies. The project will remain affordable to the target population for 55 years. The Board of Supervisors previously allocated $698,000 in HOME Investment Partnerships Act (HOME) and $680,000 in Community Development Block Grant (CDBO)funds to this project. Additional'funding is being provided by the state Multifamily Housing Program. HOPWA funds are being recommended to this project with the following contingencies: • County approval and review of the final development budget, and • Identification of all financing sources required to successfully complete the project. The total cost of the project is $15,562,927.
