FISCAL IMPACT: This Contract is funded 100%r, by the State Department. of Health Services, Office of AIDS. No County match is required. CHILDREN'S IMPACT STATEMENT: This AIDS Program supports County's "Children and Youth Healthy and Preparing for Productive Adulthood" community outcome by providing educational presentations at schools and youth- serving organizations to help youth delay sexual involvement and avoid infection with IRV and other .Sexually Transmitted Diseases (STD). Expected program outcomes are increased knowledge of HIV transmission and prevention; increased abstinence and/or safer sex, reductions in the numbers of unplanned pregnancies and S fD/FffV infections, and reductions in health care costs associated with treating STDs including HIV and AIDS BACKGROUND/REASON(S)FOR 1 CCIMM.El` DATit N(S): The Center for Disease Control and the State Office of AIDS have mandated the County Health Department to create a HIV Prevention Planning Group (HPPG) to guide local prevention efforts. County's AIDS program incorporates HPPG recommendations to provide HIV prevention services through local agencies. This Contract meets the social needs of the population in that it provides education and prevention services to reduce HIV and other STDs among County's at-risk population. On May 7, 2002,the Beard of Supervisors approved Contract#22--456--12 (as amended by Contract Amendment #22-456--13) with Center for Human Development for the period from July 1, 2002 through June 30 2003, for the provision of HIS'/AIDS education and prevention services for youth who are at increased risk for HIV. FXSCAL IMPACT: This Contract is funded 905 by State AB 3015 Grant funds and 10% County match. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On May 12, 2002, the Board of Supervisors approved Contract #74-049- 3 with Oleg Andreev, M.D. , for the period from June 1, 2002 through May 31, 2003, to provide consultation and technical assistance to the Mental Health Division with regard to an evaluation of the Children' s System of Care AB3 015 Grant . Contractor's services shall include, but are not limited to, evaluation of the current System of Care regarding utilization patterns and costs association, and assistance in the development and maintenance of a database to track residential, day treatment, and hospital placements. Approval of Contract #74-049-4 will allow the Contractor to continue to provide services through, May 31, 2004 . FISCAL IMPACT: This Contract is 68.30 Federal and 31 .7k State EPSDT funded. CHILDREN'S IMPACT STATEMENT: This Dual-Diagnosis Program will support the following Board of Supervisors community outcomes: "Children Ready For and Succeeding in School" ; "Families that are Safe, Stable, and Nurturing" ; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and Youth Self Report (YSR) and a decrease in juvenile offender recidivism as measured by probation database information. BACKGROUNDIREASON(S) FOR RECOMMENDATIOWS) : This Contract meets the social needs of County' s population in that it provides day treatment and mental health services to dually-diagnosed adolescents and their families in order to reduce unsafe behavior, improve school attendance and performance, avoid out-of-home placement, and deal with emotional problems. On June 25, 2002, the Board of Supervisors approved Contract #74-063-2 with New Connections to provide dual-diagnosis treatment services to SED adolescents admitted into the West County Youth Drug Court for the period from July 1, 2002 through June 30, 2003 . Approval of Contract 474-063-3 will allow the Contractor to continue providing services through June 30, 2004 .
