SUBJECT: Family and Children's Trust Committee(FACT) Funding Recommendation.
SPECIFIC REQUEST(S)OR RECOMMENDATtON(S)&BACKGROUND AND JUSTIFICATION
1) ACCEPT the Family and Children's Trust Committee(FACT)recommendation to fund the Child
Abuse Prevention Council, AND
2) APPROVE ANISAUTHORIZE the Employment and Human Services Director,or designee,to
contract with the Child Abuse Prevention Council in the amount of $40,000 for child abuse prevention
advocacy and community services for the period of July 1, 2003 through June 30,2004. (#21-240-8)
FINANCIAT. IMPACT!
$40,000 Child Abuse Prevention, Intervention and Treatment (CAPIT)AB 1733; 100% State.
The contracts will support all five of the community outcomes: "Children Ready for and Succeeding in School",
"Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Economically Self
Sufficient", "Families that are Safe, Stable and Nurturing", "Communities that are Safe and Provide a High
Quality of Life for Children and Families"by community education and advocacy. Expected program
outcomes are reduced child abuse and neglect, reduced incidences of domestic violence; and, improved parental
stress management.
BACKGROUND!
The funding sources of Child Abuse Prevention, Intervention and Treatment(CAPIT)AEI 1733 and Community
Based Family Resources, W& I Code Section 18962, require the support of the local Child Abuse Prevention
Council.
The Child Abuse Prevention Council was established to coordinate the community's effort to prevent child
abuse. The Council is an invaluable asset to the dissemination of information in the efforts of the FACT
Committee to address the issues of child abuse. Services include information and referral related to child abuse
prevention and treatment,professional trainings and community workshops,coordination of the Child Abuse
Review committee and its subcommittees to improve and ensure services to victims and families, a public
lending library of books, video tapes and educational materials on child abuse issues,and advocacy for child
welfare.

AMEND the contract with Shield Healthcare (#40-1.31-5) for provision of non-medical home
equipment and supplies, increasing the payment limit by $26,000 from$24,000 to a new

The Employment and Human Services Department (EHSD)has a two-year contract with Shield Healthcare
beginning July 1, 2002 through June 30, 2004 for the provision of non-medical home equipment for clients
served under the Aging and Adult Services Division. Supplies purchased through this contract, which include
incontinence and diabetic supplies, wound care products and nutritional supplements, help preserve and
improve the health and functional ability of our elderly clients. This Board Order will allow EHSD to
increase the payment limit under this contract in order to meet the growing demand for these supplies.

total contract amount of $32,200 for operational support of transportation program services for the period of

CHILDREN'S IMPACT'STATEMENT:
This contracts supports the following Children's Report Card community outcomes: (3) "Families that are
Safe, Stable and Nurturing", (4) Families that are Economically Self Sufficient, and (5) Communities that are
Safe and Provide a High Quality of Life for Children and Families" by assisting CaIWORKs participants
with transportation needs to secure and maintain unsubsidized employment.
BACKGROUND:
The requested increase will cover unforeseen work related expenses associated with the annual CaIWORKS
conference and training, at which Mr. Flamand an active member of a panel addressing transportation issues for
CaIWORKS participants.
Mr. Flamand provides operational support in the management of EHSD transportation programs and services,
He has two primary responsibilities,to serve as loan coordinator for the continued development and operation of
the auto loan program for CaIWORKs recipients and to serve as a liaison to the contractor's dispatch center for
the Demand Response Transportation Services Program.
The complexity of transportation programs requires specialized staffing with expertise in program
implementation,program design,transportation and personal skills to monitor and manage diverse programs
and serve diverse populations. }

This Contract meets the social needs of County's population in that it provides educational and risk
reduction services to individuals with extreme risk of HIV, and mares referrals into appropriate
health,substance abuse,and support services.
On May 21,2002,the Beard of Supervisors approved Contract#22-353-23 with Desarrollo Familiar
for the period from July 1, 2002 through June 30, 2003, for the provision of HIV/AIDS education
and prevention services.
Approval of Contract #22-353-24 will allow the Contractor to continue providing services through
June 30, 2004.

In July 2002, the County Administrator approved, and the Purchasing Services Manager executed,
Contract#22-394-7 with Neighborhood House of North Richmond for the period from July 1, 2002
through June 30, 2003, for the provision of II WAIDS education, prevention, and risk reduction
outreach services in West County.
Approval of Contract ##22-394-8 will allow the Contractor to continue providing services through
June 30,2004.
