Department. 100% In-kind match; in-kind match is supplied through services and/or existing EHSD and HSD
staff positions with funding secured from non-federal funded sources and/or activities.

The Employment and Human Services Department is requesting authority to apply for continuation(year three)
grant funding from the U. S. Department of Health and Human Services,Administration of Aging to support the
Providing Assistance to Caregivers in Transition(PACT) Program. This program, which will be a partnership
between the Employment and Human Services Department and Health Services Department,has been designed
to support, educate and empower Family Care Givers(FCGs)with family members, aged 60+,who have
recently been placed in skilled nursing facilities. With referrals from hospital discharge planners,PACT will
provide various levels of care coordination for FCGs whose care recipient chooses to transition back to the
community, as well as for those who will remain in the skilled nursing facility.
If funded PACT will:
a Assist the family caregiver in understanding the care recipient's current medical and psycho-social
needs, situation and available alternatives,
• Provide information, education and referrals,
• Conduct assessments to determine the care recipient's ability to transition into the community,
• Design and implement a care plan which supports the family caregiver's needs(if the care recipient
remains in the skilled nursing facility or chooses to transition to the community).
Staffed by a social worker and a public health nurse, and housed in the County's Aging and Adult Services
Bureau, PACT will contract with local organizations to assist family caregivers with necessary support and
transition services. PACT will provide a continuum of services to a care-giving population that has traditionally
been isolated during the difficult time period of the first weeks/months after placement of a loved one. PACT
will enable family caregivers to maximize their ability to keep their family members in the"most integrated and
appropriate setting"possible.

REASt S FOR R GC1t END TIONS./BACK—GROUND:
This, project Joins Contra Costa Health Services, the Contra Costa
County Office of Education and the Neighborhood Youth Corps in a
cooperative effort to reduce the number of children who grow up in
fatherless homes as the result of teen pregnancies. Under the Junior
Health Facilitator Project, junior health facilitator and Teenage
Program (TAP) health facilitator conduct class presentations, organize
health-related projects and create teen support groups in West Contra
Costa middle and high schools.
Approval of Interagency Agreement #28-641.-4 will allow Centra Costs.
County Office of Education (Superintendent of Schools) to pay the
County a total of $15, 000, to continue to implement the Junior Health
Facilitator Project, through June 30, 2003 .

On December 17, 2002, the Board of Supervisors approved Contract #28-706 with PublicHealth
Foundation Enterprises, Inc., for microbiological testing, by the Department's Public Health
Laboratory, for the presence of Salmonella and Campylobacter from the meat and poultry food
supply in Contra Costa County.
Under Contract ##28-706-1, Public Health Foundation Enterprises, Inc., will continue to pay the
County on a fee for service basis for the personnel time, supplies, and food samples utilized in the
testing.

#29-502-6 (as amended by Amendments x#29-502-7 and #29-502-8) with the State
Department of Alcohol & Drug Programs, for the period from July 1, 2001
through dune 30, 2005 (expending Fiscal Years 2003-2004 Federal funds is
extended through ,Tune 30, 2005) , for the provision of Substance Abuse
services.
Approval of this Standard Agreement (Amendment) #29-502-10 will guarantee
that the County will continue to receive the full allocation amount included
in the Agreement and allow the Department to continue providing needed
Substance Abuse Services through June 30, 2005.
Three sealed copies of this Board Order should be returned to the Contracts
and Grants Unit for submission to the State.

RECOMMENDATIONS
APPROVE Resolution 2003/ 3141 which authorizes the Community Development Director
or a designee, to execute all grant documents necessary to secure grant funds and
implement approved grant project(s) for all available grants under the California Oil
Recycling Enhancement Act and all available Household Hazardous Waste Grants for the
period of May 20, 2003 through May 20, 2008.
FISCAL IMPACT
No impact to the County General Fund.
BACKGROUNDIREASONS FOR RECOMMENDATIONS
The California Integrated Waste Management Board (CIWMB)offers grant funding to local
jurisdictions to establish and maintain used oil recycling collection programs and household
hazardous waste programs. The Used Oil Recycling Block Grants are not competitive,
local governments only need to submit a completed application and meet the eligibility
requirements to receive a grant. The funding amounts available to each jurisdiction is
based on their population, and is calculated at approximately 32 cents per capita. The
maximum block grant for our jurisdiction for the 2003/2004 cycle is$55,902(for used
oil and used oil filters). The other grants underthe California Oil Recycling Enhancement
Act and Household Hazardous Waste Grants are competitive and whether funding is
granted and the specific funding amounts are determined by the California Integrated
Waste Management Board on a case-by-case basis, based on the grant applications
received in that grant cycle. ]

The Board of Supervisors of Contra Costa County RESOLVES that:
WHEREAS, the people of the State of California have enacted the California Oil
Recycling Enhancement Act that provide for a Used Oil Recycling Block Grant (UOBG) to
eligible cities and counties for establishing and maintaining local oil collection programs that
encourage recycling or appropriate disposal of used oil; and
WHEREAS, the people of the State of California have enacted Assembly Bill 1220
(Eastin,1993) that provides Household Hazardous Waste Grants (HHW Grants) to local
governments to establish and implement waste diversion and separation programs to prevent
disposal of hazardous waste, including household hazardous waste, in solid waste landfills; and
WHEREAS, the California Integrated Waste Management Board has been delegated the
responsibility for administering the UOBG and HHW Grant, which includes procedures
governing the application by and payment to eligible cities and counties; and
WHEREAS, if awarded, the applicant will enter into a Grant Agreement with the
California Integrated Waste Management Board for implementation of said grants;
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of
Supervisors authorizes the submittal of grant applications to the California Integrated Waste
Management Board for all available grants under the California Oil Recycling Enhancement Act
and all available Household Hazardous Waste Grants for the period of May 20, 2003 through
May 20, 2008.
BE IT FURTHER RESOLVED that the Community Development Director, or his
designee, is hereby authorized and empowered to execute in the name of Contra Costa County
all grant documents necessary to secure grant funds and implement the approved grant
project(s).

RECOML4ENDED ACTION:
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract amendment
with Macias, Gini & Company LLP to extend the term from May 31 to July 31, 2003, and increase the
payment limit by$25,000 to a new payment limit of$70,300 for professional audit and accounting
services related to the implementation of new state accounting standards and the preparation of
financial statements of County funds.
FINANCIAL IMPACT:
The additional$25,000 cast can be accommodated within the current budget provision for this
purpose. Up to$15,000 of the additional cost may be charged to the Public Financing Authority.
REASONS FOR RECOMMENDATION/BACKGROUND:
Government Accounting Standards Board (GASB) Statement No. 34, Basic Financial Statement—
Manacgement's Discussion and Analysis for State and Local Governments, is the result of an almost
decade-long effort by the GASB to re-examine the financial reporting model for state and local
governments. The new reporting model is based on an "integrated approach"which dramatically
changes the presentation of governments' external financial statements. It has substantially affected
the County's financial data accumulation and financial statement presentation processes. Key
changes under the new reporting model include the addition of:
♦ Management's Discussion and Analysis (MD&A)
♦ Government-wide reporting
♦ Statement of activities based on "net program cost„
♦ Infrastructure reporting on assets acquired within the last 25 years
♦ Fund level reporting and a reconciliation to government-wide statements
♦ Presentation of budgetary information as Required Supplementary information
Contra Costa County was required to implement the GASB 34 reporting model for the fiscal year
ending June 30, 2002. In anticipation of this requirement, the County entered into a consulting contract
with Macias, Gini& Company in June 2000 to develop and implement a work plan to meet the new
reporting requirements. The precise efforts to implement the new model could only be estimated at the
time. In reality, the level of effort required to produce the required documents was significant and
extraordinary. Therefore, an increase in the contract term, payment limit, and scope of services is
needed to complete the required work and maintain the County's compliance with current financial
reporting standards.
