RESOLUTION HONORING RESOLUTION 2003/ 331 THE CRO CKETT-VALONA SANITARY DISTRICT UPON THE CELEBRATION OF THEIR FIFTIETH ANNIVERSARY WHEREAS, the Crockett-Valona Sanitary District was officially formed by a vote of the Board of Supervisors on August 25, 1953; and WHEREAS, the Crockett-Valona Sanitary District held its first meeting of the Board members on September 11, 1953 to establish their primary goal at that time;and WHEREAS, the Crockett-Valona Sanitary District's primary function was to provide for the maintenance and repair of the existing sewer system and to investigate the plan for building a Primary Sewage Treatment plant to serve the District; and WHEREAS,the Crockett-Valona Sanitary District funded this project by a grant from the Federal Government, a general bond election and a contribution from the C&H Sugar Company; and WHEREAS, the Crockett-Valona Sanitary District continues to serve the Crockett and Valona areas providing sewerage collection and treatment facilities to thousands of residents. On6w 94& gwntyj L9%& 0/9a*"";x RESOLUTION COMMEMORATING RESOLUTION 20031332 THE RETIREMENT OF THE HONORABLE JAMES TREMBATH,JUDGE OF THE CONTRA COSTA COUNTY SUPERIOR COURT WHEREAS,Judge Trembath has served on the Contra Costa Superior Court for thirteen years and served as the Supervising Civil Fast Track Judge,concluding in December, 2002; and WHEREAS, Judge Trembath earned his Law degree in 1964 at the Hastings College of Law and was sworn in to practice before all State Courts,-Federal District Courts and Courts of Appeals in January of 1965; and WHEREAS,Judge Trembath was appointed as a Superior Court Judge by then Governor George Deukmejian in 1990 and twice reelected without opposition; and WHEREAS,Judge Trembath's accomplishments are many; some of them include working with the Contra Costa Bar Association to organize and preside over a new bench-bar settlement program, to implement the Early Mediation program piloted by the Contra Costa County Superior Court, and co-authoring"Real Estate Litigation"; and WHEREAS, Judge Trembath was honored by the A I ameda-Contra Costa Trial Lawyer's Association as the 1995 Judge of the Year. WHEREAS, Judge Trembath has educated and served many while still finding time to be an avid Cal supporter! Bitten, spent over 30 years in personnel including management positions in Los Angeles County and Portland,Oregon,began her career with Contra Costa County in 1986 as Manager of Employment Programs in the Personnel Department;and WHEREAS, Eileen K. Bitten, was formally promoted to the Assistant Director position of the Human Resources Department in 2995;and WHEREAS, Eileen K. Bitten, throughout the years has been regarded as a skilled human resources professional who has demonstrated a high standard of performance in the human resources profession; and WHEREAS,Eileen K.Bitten has continually demonstrated strong interpersonal and human resources skids which enabled her to gain the respect of her subordinates,fellow managers,employee organizations,and other County Management staff;and WHEREAS,Eileen K. Bitten has been a member of marry professional organizations,most notably the International Personnel Management Association(IPMA),for which she received the horst Muriel R.Morse award for outstanding performance in the human resources field and,where she acted in many capacities including.committee member,representative for the Western Region;and Cluirpersonfor the 1997 Center for Personnel Research Committee;and WHEREAS,Eileen K.Bitten has assisted in the facilitation of numerous leadership programs which have provided many educational experiences resulting in upward mobility,strengthening of human resources standards,and commitment to excellence in human resource's staff and their work product;and NOW,THEREFORE,BE IT BE RESOLVED,that this Board tabes great pleasure in recognizing Eileen K. Bitten for her invaluable service to the Human Resources Department and wishes her many exciting years of travel and goad health in her retirement.
