MADE EXCEPTIONAL CONTRIBUTIONS TO FISH AND WILDLIFE RESOURCES
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
PRESENTATION of Certificate of Appreciation to Frank Pereira who has made exceptional
contributions to the fish and wildlife resources of Contra Costa County,as recommended by the
Fish and Wildlife Committee.

BACKGROUND/REASONS FOR RECOMMENDATIONS
In 1998, the Fish and Wildlife Committee voted unanimously to recommend that the Board of
Supervisors initiate a Fish and Wildlife Committee certificate of appreciation program. The
Committee believed the program would be a valuable mechanism for expressing appreciation to
those who have made substantial contributions to the local environment in this area. They also felt
the recognition program could increase community awareness about the importance of protecting
and enhancing the County's fish and wildlife resources. The Board of Supervisors approved this
recommendation on February 3, 1998 and recognized nineteen individuals as the first recipients of
this award. The award has been presented several other times since then to a range of worthy
recipients.

On April 100,2003,the Fish and Wildlife Committee voted unanimously to recommend this
award to Frank Pereira. Frank was ars active member of the Fish and Wildlife committee
for the past three years and eagerly shared his life experiences and extensive knowledge
of Contra Costa wildlife resources with the other committee members and the participating
public. Frank was a rancher,a real estate broker and a landowner's property rights activist
who had a deep love and respect for the people and the fish and wildlife resources of the
county'where he lived his whole life. Committee members were treated to Frank's
boyhood recollections of steelhead runs that no longer exist, accounts of changes in
coyote populations over the decades and the story of the last black bear seen in the
county.
Frank had a unique ability to understand and respect both sides of an issue. He would tell
it as he saw it and even if someone held an opposing viewpoint,he would defend their right
to express their position and was still their friend at the end of the day. As a rancher,
Frank had certain natural misgivings about coyotes yet, as a conservationist was very
interested in their important role in the local ecology and enjoyed discussing it with younger
members of the committee.
Beyond Frank's work with the Fish and Wildlife Committee, he had been President of
several'organizations including the Contra Costa Citizens Land Alliance, California Farm
and Land Institute, Alameda-Contra Costa County Cattleman's Association and Contra
Costa County Peace Officers Association. He was an active member of the Community
Advisory Committee that helped develop EBMUD's Watershed Master Plan and helped
organize the Outdoor Sportsmen's Coalition of California, Northern California Chapter.
One of his favorite contributions in recent years was organizing the Sportman's Coalition
fishing derby at Lafayette Reservoir, an annual event enjoyed by many local adults and
children. Frank also hosted the Fish and Wildlife Committee's annual law enforcement
barbecue at his ranch in the Briones hills, events that have gone a long way toward
increasing awareness of the importance of enforcing fish and game laws.
Frank was a senior statesman and a bridge between the ranching and environmental
communities. His significant lifetime contributions will be greatly missed by the Fish and
Wildlife'Committee, and it seems sure, by the County as a whole.
