The proposed FY 2004 Budget for the Community Development Department includes this item.The Community Development Department also expects to incur administrative costs for preparation of the Environmental Impact Report pursuant to County Ordinance Code Section 25-2.2804. BACKGROUND/REASON FOR RECOMMENDATION On December 3,2002,the Board of Supervisors directed the Community Development Department to prepare an Environmental Impact Report for the proposed Contractor Safety Amendment to the Contra Costa County Industrial Safety Ordinance, County Ordinance Code Chapter 450-8. Pursuant to this directive the Community Development Department on March 39, 2003 issued a Request for a Statement of Qualifications from twelve(92)environmental consulting firms to prepare the Environmental Impact Report. The Department has identified the firm of Environmental Science Associates(ESA)as the most qualified environmental consultant to prepare the Environmental Impact Report. Staff is seeking authorization from the Board of Supervisors to enter into a contract with Environmental Science Associates, in an amount not to exceed $925,000.00, to prepare the Environmental Impact Report for the proposed Contractor Safety Amendment to the Industrial Safety Ordinance. FINANCIAL IMPACT: A sufficient General Fund allocation for the mandated audits is included in the 2003/2004 Recommended Budget in the Board of Supervisors-Administration budget. REASONS FOR RECOMMENDATION/BACKGROUND: The California Government Code requires the Board of Supervisors to examine and audit the accounts of all offices having the care, management, collection or disbursement of money belonging to the County or money received or disbursed by them under the authority of the law. In addition, an audit of the County's Federal Financial Assistance Programs is required under the current Single Audit Act. The County's contract with Macias, Gini & Company, the County's external auditor since 1996, will expire on May 31, 2003. In anticipation of the contract expiration, a Request for Proposals was issued to 19 accounting firms to provide the Financial Compliance Audit and the Audit of Federal Financial Assistance Programs, and related services. Proposals were received from three accounting firms: Firm: Cost: Macias, Gini & Company LLP $ 1,031,165 Bartig, Basler& Ray, CPA 456,000 Caporicci& Larsen, CPA 390,700 A committee comprised of County staff evaluated the proposals, interviewed the three firms, and ranked the firm of Caporicci&Larson, CPA, highest, Although it was determined that the firm of Caporicci & Larson does not meet all of the minimum technical requirements requested by the County, the County Administrator is satisfied that the firm is qualified to conduct the requested audits and recommends that the Board of Supervisors engage them for a period of three years, with an option to extend for another two years at the quoted prices. BACKGROUND: Employment and Human Services Department awarded contracts to Rubicon Programs, Inc. and Contra Costa ARC based on a competitive procurement, Request for Proposal (RFP)#1061 in the Winter 2001/Spring 2002. Supported Work Services are half of an overarching program initiating more in-depth State mandated services to CalWORKs clients who have been assessed as possibly suffering from learning difficulties. The other half of the program,not included in these contracts,involves assessment and treatment of learning difficulties. The Supported Work Services provide multilingual and culturally sensitive case management,job placement and retention efforts geared toward individuals with learning disabilities who need additional support to become self-sufficient and maintain unsubsidized work retention. Through extended education, social workers will improve supportive intervention and prevention program services. BACKGROUND: The Employment and Human Services Department(EHSD)has successfully collaborated with California State University at Hayward(CSUH) for four(4)years in the development and implementation of Bachelor of Science degree programs located on the Concord campus and distance education programs. CSUH will offer a two-year graduate program that leads to a Masters in Social Work degree. The program will be designed to prepare students for a career in social work, will have a public sector orientation, and take a case management/systems approach. CSUH will provide up to six scholarships for employees of Contra Costa County who qualify for the program. The Contra Costa County funds will be utilized to support instructional expenses of the MSW program at the Concord campus and will cover student course materials, parking and transportation costs. Continued education in the field of social work will assist Contra Costa County in the recruitment and retention of highly qualified staff and will increase the utilization of the CSUH Concord pus.
