The Commission comprises seven members, five of which are At Large and two of which are tenants of the Authority. The Internal Operations Committee reviews nominations for all Commission seats. On March 31, 2003, the terms for three At Large seats expired. The Internal Operations Committee, at its April 7, 2003 meeting, reviewed and approved the nominations and recommends re-appointment to the Board of Supervisors. The internal Operations Committee reviews nominations to all seats on the Advisory Board, except the city seats. The Advisory Beard has nominated Jennifer Baha for reappointment to the Agency#2 seat to a new term expiring on October 1, 2004. The IOC, at its May 5, 2003 meeting, approved this nomination. Attached is the Advisory Board's transmittal for the Committee's information. The transmittal memo also asks the IOC to consider reappointing Theresa Wilkerson to a Cities seat, however, Cities seats are not reviewed by the IOC. Staff has instructed the Advisory Board to forward this recommendation directly to the Board of Supervisors. Why are you interested in homeless issues? Homeless issues are important to me because of the global effect on housing that is represented in this instance. Rousing cast overall in the Bay Area has doubled within the past two years and has in effect increased the homeless population particularly in the unseen homeless population,these living with relatives and friends. 4. My background is in Architecture and City Planning and as for my employment history it has been in Community Development and housing. 5. What are some of your perceptions and/or opinions about homelessness in Contra Costa County? There continues to be a severe shortage of permanent affordable housing for homeless adults and families. However,not everyone is capable of maintaining permanent housing immediately following a period of homelessness. There needs to be a variety of programs in order to address the multiple causes of homelessness. Coordination of services needs improvement. Developing an MIS system that offers a case management component will improve access to services and improved service delivery, 3. Why are you interested in homeless issues? Program management and development, budgeting, staff supervision,knowledge of Contra.Costa County service providers and their concerns, grant management, knowledge of landlord/tenant civil code, fair housing regulations, and a history of the Continuum of Care Board and its many predecessors. 5. What are your main areas of interest relative to homeless issues,ie. emergency housing,education, health care, transitional housing,etc.? Transitional housing,service delivery, HIVID and coordination of service delivery. 6. What communities do you represent? I represent an agency that offers services to the homeless and receives funding through the McKinney grant process. I also represent the Association of Homeless and Housing Service Providers, a body of organizations that offer housing and other services to people who are homeless or at risk of homelessness. 7. The Advisory Board has 19 members. The Internal Operations Committee (IOC) reviews the nominations for all seats on the Advisory Board except those reserved for specific public agencies. The IOC reviewed and approved the above nominations at its May 5, 2003 meeting and recommends appointment. The IOC did not forward a recommendation to reappoint Laura Kurre, but requested the PEHAB to conduct a recruitment for a County resident to fill this vacancy. BACKGROUND: The Public and Environmental Health Advisory Board is a 19-member board appointed by the Board of Supervisors in 1986 to advise the Health Services Department on community needs. This community- oriented Board seeks diverse representation from throughout Contra Costa County and includes community members in the following representative categories: older adults, children, business/industry,environmental organizations, labor and consumers. We also have professionals representing local voluntary agencies,the medical provider community,and immigrant populations. These representatives provide broad community knowledge and a wealth of experience and expertise in the health field. PEHAB's mission is to identify community health needs and to make recommendations to the Health Services'Department on haw to address these needs. In order to accomplish this, PEHAB strives to anticipate emerging public health issues and advocates for policies, services, and programs that will improve the community's health. PEHAB recruits new members by sending out press releases to local media and notices to community- based organizations,other coalitions and groups,and.members of the Board of Supervisors. PEHAB members also recommend'_candidates. PEHAB is committed to diversity in its membership, and Contra Costa residents from a broad range of community and health settings are encouraged to apply. Candidates are asked to submit a written application, and upon receipt of the application,an interview is scheduled with a PEHAB member and staff to PEHAB. When interviews are completed, interviewers recommend to the Steering Committee the candidates who background and skills are the best match for vacant seats on the Board. Upon approval by the Steering Committee, these candidates are contacted and invited to attend a Board meeting.
