RECOMMENDATIONS
ADOPT a resolution (see Exhibit A)proclaiming May 15,2002 Contra Costa County Bike to
Work Day.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The objective of Bike to Work Day is to encourage County commuters to try bicycling to
work on this occasion by offering a variety of events such as drawings for prizes and
energizer stations throughout the County. Once individuals try bicycling to work it is hoped
that they will continue to commute by bicycle to work one or more days a week. Bicycling
is an excellent form of exercise, non-polluting and an energy efficient form of
transportation.
Contra Costa County is participating in events to help promote Bike to Work Day and
encourage County employees and the general public to participate. Energizer stations
providing refreshments and educational materials to Bike to Work Day participants will be
located at the Martinez Amtrak station as well as at a variety of sites throughout the
County.

Bike to Work Day 2003
Resolution NO. 2003/ 309
WHEREAS, breathing clean air is vital to healthy lungs and life; and
WHEREAS, the County of Contra Costa encourages its employees and citizens to bicycle in order
to improve air duality and promote the health benefits of bicycling; and
WHEREAS, the County of Contra Costa acknowledges that bicycling to work is a successful
rideshare mode to alleviate traffic congestion, reduce air pollution and improve the "livability" of
communities by reducing traffic noise and congestion; and
WHEREAS, Bike to Work Days have proven effective in converting drivers into bicyclists and
educating citizens about the environmental importance of bicycling to work regularly; and
WHEREAS, cities and counties throughout California are promoting May 15, 2003, as a statewide
Bike to Work Day; and
NOW, THEREFORE BE IT RESOLVED, that Contra Costa County Board of Supervisors do
hereby proclaim May 15, 2003, as Contra Costa County Bike to Work Day.
PASSED AND ADOPTED ON MAY 13, 2003,by a unanimous vote of the Board members
present.

Whereas, the American family, serving as the primary source of love, identity, self-esteem, and
support, is the very foundation of our communities and our nation;and
Whereas, there are currently 2,255 children in foster care in Contra Costa County due to problems of
abuse and neglect who need the temporary safety and security of a stable foster family until they can
achieve a safe,permanent family environment; and
Whereas, emergency faster families open their homes and hearts to these children in crisis, often in
the middle of the night and without notice, comforting and holding these frightened and confused
children,'and
Whereas, over 421 fosterfamiftes in Contra Costa County dedicate themselves,to providing these
chtl*en with the love and values that help prepare them for responsible adult living, and
Wkereas, numerous public and private agencies work to increase the public's awareness of the needs

C%IMRF.AS, it is increasingly important to emphasize that mental health is critical for the well
being and vitality of our families, businesses and communities; and
RIBIRES, there is a need to raise awareness about the importance of maintaining mental
health, and to learn more about the impact of mental disabilities on one's mental health; and
WHEREAS, learning more about mental health is important in educating the public about mental
disabilities and it is vital to dispel associated negative preconceptions about persons with mental
disabilities; and
WHEREAS; the National Mental Health Association, the National Council for Community
Behavioral Healthcare, and their partners celebrate Mental Health Month each year in May to
raise awareness about mental health, mental health disabilities, and insurance discrimination
against people with mental disabilities;
NOWo THEREFORE; BE IT RESOLVED THAT THE BOARD OF SLIPERVISORS
OF COMRA COSTA COUNTY proclaims the month of May 2003 as "Mental Health
Awareness Month", and requests the support of Contra Costa County residents and organizations
in this effort to increase awareness about the importance of mental health and to promote the
understanding that, through proper treatment and rehabilitation, individuals are able to resume
productive satisfying lives and, through education about mental health, negative preconceptions
about persons with mental disabilities can be dispelled.

Asthma Awareness Month In Contra Costa County ;
WHEREAS,more than 12,000 children and 23,000 adults have been diagnosed with asthma in Contra Costa
County,and
WHEREAS,asthma is a chronic disease that,if not controlled, results in missed work and school days, and
WHEREAS,it is recognized that asthma triggers located in the home,day dare center,school,workplace and
outdoor environment need to be eliminated or controlled,and
WHEREAS,the data indicates that higher rates of hospitalization due to asthma occurs more frequently in
children of African American and Hispanic backgrounds from urban areas than the pediatric population at large,
and
WHEREAS,there still remains large numbers of children from families living in poverty that do not have health
insurance resulting in limited access to necessary medications and equipment to treat asthma,and
WHEREAS,involvement by parents and children in education programs to learn about asthma self-
management will reduce the number of emergency medical visits and
WHEREAS,it is important to coordinate all aspects of care from diagnosis to environmental improvements,
and
WHEREAS, Contra Costa Health Services recognizes improvement in health outcomes will occur with multi-
divisional support within Health Services along with health providers in the community, and
WHEREAS,the Contra Costa Health Services asthma projects,Community Action to Fight Asthma (CAFA),
Childhood Asthma Management Project (CAMP),Child Asthma Among School-Aged Project (CAASA) and
Monument Corridor Asthma Project will work together to reduce and prevent the incidence of asthma in
children and the population at large,and
NOW,THEREFORE BE IT RESOLVED,that the Board of Supervisors does hereby proclaim May 2003,
as Asthma Awareness Month Contra Costa County and calls upon the County's four asthma projects and all
citizens,government agencies,elected officials,business,private institutions,industry, non-profit organizations,
religious communities,and schools to work together to reduce the incidence of asthma among residents and
alleviate the effects of asthma on the county's children and adults.

RECOGNIZING WEST CONTRA COSTA COUNTYS FIRST COMMUNITY SUMMIT
DEDICATED TO ONE TRUTH,MANY TEACHINGS:
PROFOUND CONVERSATIONS ON HIV DISEASE.
Whereas,20 years after the fast clinical evidence of AIDS was reported,it has become the most devastating
disease humankind has ever faced,affecting every facet of society;and
Whereas,more than 60 million people worldwide have been infected with the virus,making it the fourth biggest
killer in the world;and
Whereas,Since December 31,2002,2347 men,women,and children living in Contra Costa County have been
diagnosed with AIDS,thousands more are estimated to be living with HIV;and
Whereas,West Contra Costa County remains to have the highest number of residents with AIDS;and
Whereas,in many communities,HIV/AIDS remains taboo issue forcing many living with the disease to keep
their health a secret from their fainily,friends,and colleagues;and
Whereas,in those same communities,religion and spirituality are highly respected;and
Whereas,religious and spiritual leaders are key links in conunnit ies that are highly itnpactedby HIV/AIDS and
have the influence to change attitudes,-perceptions,and stereotypes of residents living with HIV/AIDS so they
are accepted in their community;and
Whereas,on Saturday,May 17,2003,the West County AIDS Task Force will be hosting a community summit at
Lovonya Dejean Middle<School in Richmond to foster beneficial discussions with key religious and spiritual
leaders about the impact of HIV/AIDS in their community and turn those discussions into action.
NOW THEREFORE BE IT RESOLVED,that the Board of Supervisors of Contra Costa County acknowledges the
positive work of the West County AIDS Task Force,supports the Faith Summit,and encourages participation
from all residents in Contra Costa County.

HONORING 10BN CAMP FOR HIS TIRELESS DEDICA77ON AND COAVVHTAENT TO HELPING
PEOPLE LIVING WITH HIV/AIDS IN CONTRA COSTA COUNTY.
Whereas,John Camp began his professional career helping others in need shortly after high school in 1966 where
he became a VISTA Volunteer and worked with children and families in poverty in Stateville,North Carolina;
and
Whereas,John Camp's tireless crusade to help others has taken him to countries in Africa,Asia,and Europe
before settling in the Bay Area in the mid-1980's where he continued to work with clients with developmental
disabilities,first in San Leandro,and later for Contra Costa County;and
Whereas,at the height of the AIDS epidemic in the early 1990's,John Camp left a secure career with Contra Costa
County to pursue a new career serving people with AIDS,and
Whereas,as the first Executive Director of AIDS Community Network,John Camp sought and obtained funding
for and developed Tranquillium,a multi-faceted community program of activities and services dedicated for
people with AIDS in West Contra Costa County,which provides a safe,compassionate place for individuals
living with AIDS with comfort,companionship,food,dothin&and access to other service providers;and
Whereas,in 1997,John Camp became the Executive Director of Diablo Valley AIDS Center in Concord where,
under his stewardship,has become a major component in Contra Costa County's service delivery system;and
Where",
. John Camp's dedicated pursuit to bringing human services to people in need has won him praise,
recognition,and gratitude from groups and organizations including the Center for Applied Local Research,the
Institute for Noetic Sciences,the George Miller West Award of Appreciation,Developmental Disabilities Award,
for Outstanding Contribution,Coming Home Hospice Certificate of Appreciation,Contra Costa Association for
Retarded Citizens,and the Daniel R.Keenan Award for Contribution to Human Services,and
Whereas,his personal philosophy of respect and love for everyone and his belief in the worth and dignity of each
client whose life he touches,John Camp has enriched the lives of countless residents in Contra Costa County
while successfully advocating for individuals with HIV/AIDS,and
Whereas,after years of working for the betterment of others,John Camp is now retired,dedicating time for
himself and pursuing personal goals.
NOWTHEREFORE BE IT RESOLVED, that the Board of Supervisors of Contra Costa County honors and
recognizes John Camp for his unwavering commitment to the residents of Contra Costa County and presents this
resolution to him at the Faith Summit on HIVIAIDS in Richmond, California on Saturday,May 17,2003.
