SUBJECT: Possible Increase M* Pool Permit Fee
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Direct the Director of the Building Inspection Department to explore the possibility of increasing
the exist* pool permit fee in Contra Costa County to $75 from$25 that would be specifically

allocated to the Drowning Prevention Foundation through a contract overseen by the Contra
Costa County Health Department.
BACKGROUND:
Former Contra Costa Supervisor Sunne McPeak,with the approval of the Board of Supervisors,
established an additional$25 pool permit fee on all building permits for the construction of
swimming pools in the unincorporated areas of Contra Costa County. The Drowning Prevention
Foundation is a 501(c) (3) organization whose goal is to educate people and agencies about
drowning prevention as well as develop and implement drowning prevention programs. DPF is a
founding member of the Contra Costa County Health Services Childhood Injury Prevention
Coalition,the California Drowning Prevention Network and chairs the California Coalition for
Children's Safety&Health. DPF works closely with local Health Departments, Fire Departments,
Building Code Officials and PTAs for community outreach programs.
DPF says that current pool permit fees are inadequate for it to continue to implement educational
and cornimunity awareness programs that will prevent needless drowning tragedies from
occurring. For this reason DPF is requesting an additional$50 in the existing pool permit.

The Board of Supervisors considered the recommendation by Supervisor Mark DeSaulnier
directing the Building Inspection Director to explore the possibility of increasing the existing
pool permit fee in Contra Costa County to $75.00 from$25.00 that would be allocated
specifically to the Drowning Prevention Foundation through a contract overseen by the Contra
Costa County Health Department.
Carlos Baltodano presented the staff report. Supervisor Gioia asked if there was a similar fee for
hot tubs. Mr. Baltodano advised that the Pool Permit Fee does not include hot tubs at this time,,
but will explore the possibility of including hot tubs into the permit fees.
The chair then invited the public who wished to address the Board on this issue. There were no
speakers.
The Board then took the following action:
• DIRECTED the Building Inspection Director to work with the Health Department to
explore the possibility of increasing the existing pool permit fee in Contra Costa County
from$25 to $75 and return to the Board of Supervisors with recommendations to include
comparisons with other jurisdictions' pool permit fees;
• DIRECTED the Building Inspection Department to explore the possibility of including
hot tub permit fees.
