Vision with action can change the world. Such a courageous effort is taking place among a bipar- tisan group of state legislators who seek a course to solve California's massive budg et problems. Much of the credit for the group's formation goes to Assemblyman Joe Canci- amilla, D-Pittsburg, and Assemblyman Keith Richman, R- Northridge. They launched a bipartisan gathering of 14 lawmakers to discuss the budget. They understand that no one party is going to dictate how the budget will be balanced and that everyone is going to have to make some compromises because budget passage re- quires a two-thirds vote,as do all new tax measures, a broad consensus is going to have to be reached.Clearly,that re- quires both parties.Yet neither the Democratic nor Republi- can leadership in the Legislature has made any real move- ment toward bipartisanship;the lack of cooperation is nothing new.That is why Canciamilla and Richman took ac- tion,meeting in secret at first,and now more openly. That they had to work privately demonstrates just how partisan the Legislature is. There is nothing wrong with adherence to political philosophy and party loyalty,but that does not mean each party's lawmakers must behave like enemy camps on a battlefield. Unfortunately, party leaders in Sacramento seem to have that mentality and often threaten reprisals against "wayward" legislators. The Republican leadership is partic- ularly suspicious of bipartisan activity because the GOP has only a few votes more than needed to block the re- quired two-thirds vote for a budget and fear a handful of defectors will undermine the entire party. Bipartisanship allows for a fuller discussion of possible ways to solve a problem and is essential when two-thirds votes are required. The hope is that more legislators will join bipartisan ef- forts. Rationality must trump narrow partisanship to con- struct a budget solution. The longer it takes, the more dif- ficult it will be as deficits continue to increase. J
