County DATE: April 8, 2003 SUBJECT: CDBG Gant Application for a Marina Study at the Rodeo Waterfront SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Redevelopment Director to submit an application for a Community Development Block Grant (CDBG) to conduct a marina Study at the Rodeo Waterfront. FISCAL IMPACT NO impact on the General Fund. The program will be funded with CDBG funds and Redevelopment Tax Increments as shown on the adopted FY 2002-2003. The total grant request will be $50,000 and the total assessment is expected to cost about $70,000. In order for the site to develop as an asset to the community, there are numerous issues associated with the site that need to be addressed including: ✓ Brownfield Assessment of the waterfront; • Legal ownership structure and business plan for a public/private partnership(the "legallbusiness plan") including resolution of the property line ambiguity between the current owner and the State Lands Commission; and ✓ Marina study to determine the most sustainable revitalization of the marina. The CNBC funds will provide financing for a Marina Study including An analysis of the natural and synthetic factors contributing to the marina siltation; ✓ An engineering study of the existing marina infrastructure; ✓ An initial dredging plan including the reuse potential for dredging materials; A lona term maintenance plan to minimize future siltation; and ✓ A financial analysis of recommendations. Concurrent to the marina study, the Agency will also be facilitating the environmental assessment and develop a legallbusiness plan for the site. The marina study, Brownfield assessment, and legal/business plan will provide the basis for a reuse plan to be developed through a community planning process.
