Pascalli, Jr. , a self-employed individual, in an amount not to exceed $64, 000, to provide consultation and technical assistance to the Department, to act as Director of County's Hazardous Materials Programs, for the period from April 1, 2003 through September 30, 2003 . FISCAL IMPACT: This Contract is funded 100° by County funds and industry fees . BACKGROUND/REASON(S) FOR RECOIM'ti"-MATIM{S} On March 26, 2002, the Board of Supervisors approved Contract #22- 828 (as amended by Contract Amendment Agreement #22-828-1) with Lewis G. Pascalli, Jr. , to direct, manage, and administer the Hazardous Materials programs under the general direction of the Health Services Director with regard to the Hazardous Materials Programs, including, but not limited to managing subordinate supervisors and professional/technical staff; and provide technical guidance and training to staff, through March 31, 2003 . Approval of Contract #22-828-2 will allow the Contractor to continue to provide these services through September 30, 2003 . Kent SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECONLM ENDATION(S): Approve and authorize the Health Services Director, to execute on behalf of the County, Contract #23-242-5 with Michael J. Kent, a self-employed individual, in an amount not to exceed $74,250, to provide ombudsperson program services with regard to hazardous materials issues, for the period from May 1, 2003 through April 30, 2004. FISCAL IMPACT: This Contract is funded by Hazardous Materials Division funds. BACKGROUND/REASON(S) FOR.RECOMMENDATION(S): The Board of Supervisors authorized the Health Services Director to establish an ombudsperson program for hazardous materials issues, as a component of the Industrial Safety Ordinance, to provide a single point of contact for people who live or work in the county with regard to environmental health concerns, questions, and complaints about the Hazardous Materials Programs. On May 14, 2002, the Board of Supervisors approved Contract #23-242-4 with Michael J. Vent, for the provision of ombudsperson program services for the Hazardous Material Division for the period from. May 1, 2002 through April 30, 2003. Approval of Contract #23-242-5 will allow the Contractor to continue providing services through April' 30, 2004. FISCAL IMPACT: This Contract is funded 100% by the California Department of Health Services — Bioterrorism Response and Preparedness Project. Approval of this Contract will result in a 12-month payment limit in excess of$25,000, and therefore,Board of Supervisors approval is required. BACKGROUND/ EASON�,)FOR RECOMMENDAT'I S): In November 2002, the County Administrator approved and the Purchasing Services Manager executed Contract#22-850 with Andrea Bivens for the period from November 1, 2002 through April 30, 2003, for the provision of graphic support services to the Community Wellness & Prevention Program, including developing and formatting graphics for reports, monographs, and training manuals. Diablo Health System (dba John Muir Medical Center), a not for-profit organization,in an amount not to exceed$413,636, for the provision of trauma center services exceeding the minimum standards for a level II trauma center, for the period from July 1,2002 through June 30,2003. FISCAL IMPACT: This Contract will provide John Muir Medical Center, as the County's designated Level 11 Trauma Center, with its allocation of the State Trauma Care Funds awarded to the County through Agreement#28-305-2 with the California Emergency Medical Services(EMS)Authority. No County funds are required. BACKGROUND/REASON(S)FOR RECOMMENDATION(S): Governor Davis signed fiscal year 2002-2003 State Budget,which provided additional funding for the State Trauma Care Fund to support trauma services provided by designated trauma centers and for trauma planning in those counties without established trauma centers. A total of$20 million dollars has been appropriated for the Trauma Care Fund for FY 2002- 2003. These funds are being distributed to counties with approved trauma systems proportionately based upon the number of trauma center patients contained in those counties' trauma registries (not including the patients released from the Emergency Department). Local EMS agencies that receive funding are required to distribute all funds to its designed trauma center(s),except that an agency may expend one percent for administrative costs. On January 14,2003,the Board approved Standard Agreement #28-305-2 with the California EMS Authority,which allows the County to provide the administrative structure for distribution of the County's portion of the State's Trauma Care Fund through June 30,2003.
