SUBJECT: AUTHORIZATION TO ACCEPT FINANCIAL ASSISTANCE AWARD
FOR EARLY HEAD START FUNDS.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION
RECOMMENDATION 153:
APPROVE and AUTHORIZE the Community Services Director or designee to accept a
Financial Assistance Award from the U.S. Department of Health and Human Services,
Administration for Children and Families, in the amount of $1,062,885 for Early Head Start
Program services for the period from January 1, 2003 through September 29, 2003.
FINANCIAL IMPACT:
This award is funded by the U.S. Department of Health and Human Services,
Administration for Children and Families (ACF). The amount awarded of $1,062,885
represents the balance (6 months) of a 9 month prorated period. Funding is included in the
Community Services Department's FY 2002-03 Budget. County, as Grantee, is required to
generate a 20% non-federal, in-kind, non-cash match in the amount of$265,721.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start/Early Head Start Program supports two of
Contra Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, health, and social services, along with a strong parent involvement focus, to low-
income children throughout Contra Costa County. The overall goal of the program is to
bring about a greater degree of social competence in preschool children from low-income
families.
REASONS FOR RECOMMENDATIONSIBACKGROUN'D:
On September 10, 2002, the Beard of Supervisors approved the submission of a grant
application to the U.S. Department of Health and Human Services, Administration for
Children and Families for Early Head Start Program services. On March 4, 2003 the Board
of Supervisors approved the acceptance of $354,295, which represents 3 months of a 9-
month prorated period.
Acceptance of this award for $1,062,885 represents the balance of the 9-month prorated
period. This will provide the County's Early Head Start Program with funds to serve over
2000 program eligible children and their families in Contra Costa County.

SUBJECT: Authorization to submit the 2003 County County
Consolidated Application for McKinney-Vento Homeless Assistance Funding
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee
to execute and transmit, on behalf of the County, cities and other agencies, a Consolidated
Application for the 2003 McKinney-Vento Homeless Assistance Funding along with the
necessary certifications and assurances to the Housing and Urban Development Department
(HUD).
FISCAL IMPACT
No County funds required.
BACKGROUND:
In 2002, Contra Costa County received its largest allocation to date of just under $7.5 million
in McKinney-Vento Homeless Assistance funds. The annual Consolidated Application, in
response to the Housing and Urban Development Notice of Funds Availability (NOFA) for
McKinney-Vento Homeless Assistance Funding, is a primary source of funding to Contra
Costa County agencies for providing housing and services for the homeless. This year, $350
million is available to Homeless Assistance Programs throughout the country. Contra Costa
County's "pro rata" need is expected to be approximately $1.7 million in 2003. Historically,
Contra Costa County has received substantially more than our established "pro rata" need - all
of which gees to supportive housing and services to homeless individuals and families in
Contra Costa County.
Since 1996, the County has submitted an annual Consolidated Application for Continuum of
Care Homeless Assistance Program funds. Currently, the County Homeless Program,
Continuum of Care Advisory Board, and the community are in the midst of preparing the
Consolidated Application for the 2003 NOFA.

The Homeless Continuum of Care Advisory Board has established a process for the 2003
NOFA that is aligned with HUD priorities and provides for the continual strengthening of the
County's Consolidated Application. HUD is insistent that the application demonstrates clear
evidence of community oversight through the Continuum of Care Board. The Contra Costa
Homeless Continuum of Care Advisory Board has approved the community process and
timeline for the development of the County's Consolidated Application this year.
The County Homeless Program is working with the Homeless Continuum of Care Advisory
Board and community agencies to strengthen this year's application and maximize the amount
of HUD funding that comes to Contra Costa agencies. For the third year, the County
Homeless Program and the Continuum of Care Advisory Board is working with HomeBase, a
Bay Area homeless policy organization, to assist with the community participation process. In
addition, HomeBase will provide technical assistance to applicants and coordinate the
consolidation of the application. We are confident that the long standing relationship and
familiarity of HomeBase with Contra Costa County agencies will work to strengthen the overall
Consolidated Application — bringing the maximum federal funding into Contra Costa to provide
services to those in our community who need it the most.

SUBJECT: Approval of Contract Amendment Agreement#29-522-2 with Solano County
SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION -
RECOAl NDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand)to execute on
behalf of the County, Contract Amendment Agreement #29-522-2 with Solano County, effective
July 1, 2002 to amend Interagency Agreement#29-522-1—1 to increase the Contract payment limit by
$80,300,from$553,116 to a new total of$663,416.
FISCAL IMPACT:
Approval of this Agreement will result in a total payment to the County in an amount not to
exceed$663,416 during the term of this Agreement. No County match is required.
BACKGROUND/REAS()N(S)FOR RECOMMENDATIONN:
On July 23, 2002, the Board of Supervisors approved Interagency Agreement ##29-522-1 with
Solaro County for the period from July 1, 2002 through June 30, 2603, to allow Solano County
residents to receive intensive day treatment, medication support, and mental health services at
County's Oak Grove Community Treatment Facility.
Due to the mutual mistake of the parties,the Agreement was executed using the previous year's daily
rate of$375 per bed,per day,instead of the negotiated rate of$450 per bed per day.
Approval of Amendment Agreement #29--522-2 will reform the Interagency Agreement, to make
the formal Contract consistent with the oral agreement,which was negotiated with Solano County.

Subject: Request for Retroactive Approval for
Incoming Funds Contract-- Solano County, Contract 29-522
STATEMENT OF NEED FOR RETROACTIVE CONTRACT
Since Mune 2001, Solano County has been the county of fiscal responsibility for out-of-county clients who
are enrolled in the Seneca Oak Grove Residential & Day Treatment Program in Concord. An increase
in the daily rate was negotiated with Solano County in August 2002, after the 02/03 contract renewal had
been signed by the Board of Supervisors. When Solano received their copy of the 02/03 contract with
the old contract rate, they held on to it for several months. Solano County has agreed to sign the 02/03
contract reflecting the old rate with the expectation that we would immediately amend the contract to
reflect the new rate increase.
BENEFIT OF CONTRA COSTA COUNTY:
Approval of this retroactive contract amendment will allow the County to collect from Solano County the
State portion of EPSDT reimbursement for the services provided to this child. These services are
necessary to prevent higher levels of care such as hospitalization.
AUTHORIZATION OF SERVICES:
These services were requestedlauthorized by the Children's Program Chief who is granted this authority
by the Mental Health Director, pursuant to the California Welfare and Institutions Code, under the
Bronzon-McCorquodale Act, W&I Section.
