RECOMMENDED ACTION: ACCEPT information regarding the Housing Authority of the County of Contra Costa's Strategic Planning Session held February 26, 2003. II. FINANCIAL IMPACT; None. Ill. REASONS FOR RECOMMENDATION/BACKGROUND The Housing Authority of the County of Contra Costa held a Strategic Planning Session in order to establish goals and objectives for the next eight months. The session was attended by Housing Authority Senior Management Staff and Advisory Housing Commissioners. Cour Mission and Vision statements were reviewed and goals and objectives were established to reflect the statements. A copy of the plan is attached for your review along with the Mission and Vision statements. By May 31,2003,the Employee and Family Committee(Ralph-lead)will examine options and make a recommendation to Bob regarding an employee and family event. 2. By June 15,2003,Sally will develop and begin to implement a New Employee Orientation Program. 3. By June 30,2003 and quarterly thereafter,Rudy will brief staff at site-specific meetings to inform staff of the ongoing direction and plans of the Housing Authority 4, By July 31,2003,Tommie(lead)and Ralph will hold a training for public housing managers outlining the responsibilities of Resident Services. 5. By August 31,2003,Sally(lead)and Beth,working with a facilitator,will organize and hold a half-day follow-up Managers'Planning Retreat for housing managers and the Resident Services Manager. 6. By October 31,2003,the Annual Core Values Event Committee(Beth-lead)will schedule and plan the second Annual Core Values event. FUTURE OBJECTIVE 1. By ,,Sally will develop a Housing Authority Career Enhancement Program for staff. FIVE-YEAR GOAL: PROVIDE EXCELLENT CUSTOMER SERVICE EIGHT-MONTH. STRATEGIC OBJECTIVES: 1. By July 1,2003,Sally-lead,Rudy and Nick,working with a customer service consultant,will develop a{Customer Service Training Plan,including baseline customer service training for all HACCC employees. 2. By October 31,2003,Sally will oversee and ensure that basic customer service training is provided to all Housing Authority personnel and Advisory Housing Commissioners. 2 FIVE-YEAR GOAL: INCREASE ORGANIZATIONAL EFFICIENCY,EFFECTIVENESS AND AGENCY RECOGNITION EIGHT-MONTH S'T'RATEGIC OBJECTIVES: 1. By March 3,2003,Nick will develop a Housing Choice Voucher project-Lased component to be effective April 1,2003. 2. By April 30,2003,Rudy and Robert Moore will develop a plan,including a schedule,for capturing record drawing on an accessible electronic medium. 3. By April 30,2003,Bob-lead,Nick and Rudy will host an Open House for the new Section 8 office, including outreach to public agencies,press and politicians. 4. By June 30,2003,Rudy-lead,Ralph and Cynthia will develop a specific plan to include measurable performance standards for management and maintenance of facilities. 5. By June 30,2003,the Data Security and Back-Up Committee(Bob a lead,Beth,Rudy,Nick,Ralph and Baku),working with MB Tech Services,will create adequate data security and data backup systems. 6. By July 31,2003,Rudy-lead and the Records Retention Team will finalize the forms control system (records retention and storage)and recommend a Records Retention Policy to the Executive Director. 7. By August 31,2003,Bob-lead,Beth and Rudy will hire a consultant to revamp the HA website and provide training to the I.T. staff to maintain the website. 8. By October 31,2003,Bob-lead,Judy,Rudy,Baku and Beth will determine the feasibility of hiring a consultant to develop a Housing Authority calendar and an annual report summarizing HA activities and the target audience. 9. By October 31,2003,Beth-lead,Rudy,Baku,Jay and Ralph will implement YARDI modules: construction,grants,tax credit,maintenance and purchasing and develop written policies and procedures for the modules. FIVE-YEAR GOAL: INCREASE THE SELF-SUFFICIENCY OF OUR PROGRAM PARTICIPANTS EIGHT-MONTH STRATEGIC OBJECTIVES: 1. By April 1,2003,Tommie(lead)and Buzz will continue to negotiate with the Building Trades Unions to establish a Section 3 employment program with the DeAnza Gardens construction project. 2. By June 30,2003,Rudy--lead,Beth and Adrienne will draft a Section 8 Homeownership Plan identifying leveraged funds and program structure. 3. By June 30,2003,Regina(lead)and Tommie will identify supplementary funding for existing Section 8 FSS Program,including transportation,medical and childcare and report the results to the Executive Director. 4. By July 15,2003,Nick(lead)and Sally will recruit and hire two new FSS Housing Services counselors. 3 5. By August 31,2003,Robert Moore(lead)and Tommie will create a Section 3 Painting Program at El Puebla with capital funds. 6. By October 31,m 2003,Tommie will develop an active Job Readiness Program at two additional housing sites with 35 residents at some level of job training. 7. By October 31,2003,Tommie will establish substance abuse education and treatment and job placement in conjunction with YMCA,Rubicon,the county and Weed&Seed. 8. By October 31,2003,Tommie will establish one additional Resident Council. 9. By October 31,2003,Tommie will develop and implement at North Richmond Project Pride a Upward Bound Program for teens ages 13-18 to improve their SAT scares. 10. By October 31,2003,Regina will grow the FSS Program by 60 new participants to a total case load of 320. FIVE-YEAR GOAL: DEVELOP AND REVITALIZE AFFORDABLE HOUSING EIGHT-MONTH STRATEGIC OBJECTIVES: 1. By June 30,2003,Jay and Rudy will develop a physical needs forecasting system for capital expenditures. 2. By July 31,2003,Rudy and Jay will outline a Redevelopment Plan for Las Deltas. 3. By October 31,2003,the Development Committee(Jay-lead,Ralph,Baku,Nick,Rudy)will explore the feasibility of acquiring affordable housing stock and report their recommendations to the Executive Director 4. By October 31,2003,Jay will ensure the rehab of 22 rental units for the Rental Rehab Program. 4
