SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
ISSUE Request for Proposals for Transportation Services to CalWORKS participants and their
children and teenage foster children emancipating from the foster care system in the amount up
to $1,015,600 for FY 2003/2004.

RECO MI{VIENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to ISSUE
Request for Proposals for Transportation Services to CalWORKS participants and their children and teenage
foster children emancipating from the foster care system in the amount up to $1,015,600 for FY 2003/2004.
FINANCIAL IMPACT:
$60,000 Independent Living Skills Program; 50% Federal ($30,000) and 50% State ($30,000).
$796,02.2 CaIWORK.s; 85% Federal ($676,619) and 15% County ($119,403).
$8,000; Workforce Investment Act (WIA); 100% Federal.
$119,578 Job Access and Reverse Commute (JARC) Grant; 100% Federal Transportation Administration.
$32,000 Low Income Flexible Transportation (LIFT) Grant; 100% State/Federal Metropolitan Transit
Commission.
CHILDREN'S IMPACT STATEMENT;
This action directly supports all five of the community outcomes established in the Children's Report Card:
1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for
Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe,
Stable, and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children
and. Families".
BACKGROUND:
Employment and Human Services .Department (EHSD) provides transportation services to CalWORKs
(California Werk Opportunity and Responsibility for Kids) participants and their children and to teenage
foster children emancipating from the foster care system. Services include Rides to Success Demand-
Response Bus Service, Children's Transportation Project, and Independent Living Skills Program (ILSP)
Transportation. These programs provide same-day employment related transportation to CalWORKs
participants, door-to-door transportation to and from daycare and school for infant to high school aged
children of CalWORKs participants, and transportation to EHSD ILSP program events for foster children
emancipating from the foster care system thereby removing primary barriers to employment and employment
retention and assisting participants to achieve self-sufficiency.
EHSD initiated a pilot program in August 2000 beginning with two (2) vehicles in Richmond and expanded
the service countywide in September 2001. The program is developing to meet countywide client needs and
the project will fund a total of eight vehicles for FY 2003/2004.
